Motion by Councilman Sorteberg and seconded by Councilman Cox to grant a variance <br />to Section 170.015D that requires Mr. Crawley to show design configurations <br />of the undeveloped adjacent properties~ <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg. Voting no: None. <br /> <br />Councilman Reimann raised a question concerning the City's Board of Review <br />meeting and noted that the minutes did not reflect the following discussion: <br /> <br />That Councilman Reimann had asked Assessor Wirz if, when'he is on field inspections, <br />he is assessing those residential homes with commercial business activities <br />for that portion of their home to reflect a ratio of that business appropriately. <br /> <br />Mr. Wirz indicated that he is assessing these businesses apportionately. <br /> <br />The concern is that commercial business in commercially zoned areas are <br />taxed and assessed accordingly and that in fairness tha~ residential homes <br />conducting commercial activities should bear some tax liability on their business <br />activities. <br /> <br />Councilman Cox explained that Ramsey has mostly new homes', unlike'older'cities <br />with older housing; that Ramsey is taxed to the'limit. Because 0flinequities <br />in taxes, the people in this area should not have their values raised' because <br />they are paying a maximum for services without any tax credits or'assistance that <br />the older or inner rim cities receive and they are not getting a fair share back <br />in local aids in comparison to these other cities. <br /> <br />Motion by Councilman Reimann and seconded Councilman Cox to advise the City Assessor <br />to lower the assessed valuation rate for next year's assessment and to use <br />minimum figures in the valuation increases because of the reasons as indicated. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg. Voting no: None. <br /> <br />TROTT BROOK ESTATES PRELIMINARY PLAT <br /> <br />Mr. Klemish was present regarding his request for preliminary plat approval. <br /> <br />Councilman Reimann asked about the park land deficiency as indicated in the <br />Engineer's Report. <br /> <br />Engineer Raatikka explained that the park land is deficient because the drainage <br />easement as shown by the developer is considered as part of the park land. <br /> <br />Mr. Klemish said he doesn't see where the easement is necessary at all because <br />this is State or Federal property. <br /> <br />Discussion held on the park land and drainage easement. <br /> <br />Motion by Councilman Reimann, seconded by Councilman Cox to approve the prelim- <br />inary plat of Trott Brook Estates and that Outlot A be changed to Lot 1, Block 4; <br />and that it is buildable when it is accessible and also subject to the Planning <br />and Zoning recommendations: <br /> <br /> -7- <br />Regular City Council Meeting <br /> 6/11/79 <br /> <br /> <br />
