Mr. Kytonen said they <br /> <br />greed to do that. <br /> <br />Councilman Cox expressed concern about access onto Highway 47 from 149th Lane. <br />He would rather see it access onto CSAH 5. <br /> <br />Councilman ?simann felt that at the least a possible future access should be <br />provided onto CSAH 5. <br /> <br />Mr. Kytonen said he feels he would have to have a'variance on the lot size if <br />149th Lane was extended to CSAH 5 and that leaving the cul de sac there is <br />a safety factor. <br /> <br />Discussion held on where houses would be placed. <br /> <br />Mr. Kytonen said he felt this should be left to the builders discretion. <br /> <br />Mayor Gamec said that it should show which three lots would be grouped together <br />and that they should be designated in some way. <br /> <br />Administrator Schnelle suggested referring to Flintwood Hills II to see how that <br />plat was handled. <br /> <br />Mr. Jack Menkveld said'the lots in this area are marginal water table lots (referring <br />to his property south of the proposed development) and they can't be developed <br />until sewer and water is available. He has a maximum of two building sites <br />on 19 acres until sewer comes through. He feels paving of 149th Lane is unrealistic <br />at this time. <br /> <br />Motion by Councilman Reimann and seconded by councilman Mickelson to extend 149th <br />Lane to provide an access onto CSAH 5 and that the developer escrow an amount for <br />1/2 of the cost of paving the road, the~.'amount to be determined by the City Engineer; <br />subject also that a park dedication fee be paid in accordance with the City Ordinance <br />and subject to Planning & Zoning recommendations: <br /> <br />1) Drainage and drainage easements along with ponding areas be resolved. <br />2) A performance bond/development contract be signed prior to lot grading to <br /> ensure adequate elevation. <br />3) Temporary turnaround at the end of Helium Street be provided. <br />4) Street names conform to existing City street names. <br />5) Variance to article 1700038H of the City Code requiring inspection and <br /> evaluation of lots by City Plumbing inspector. <br />6) Disposition of Outlot A be resolved. <br />7) Plan showing actual building sites be submitted. <br />8) Developer to provide soils tests <br />9) Curve at intersection of 149th Lane and 150th Curve be designed with 100 foot <br /> radius. <br />10) Restrictive convenants be included with plat if not in violation of City <br /> ordinances. <br /> <br />And, subject to the City Engineers review and approval to ascertain conformance <br />of the above requirements. <br /> <br />Motion carried.
