FRON: City Administrator <br /> <br />TO: Mayor and City Council <br /> <br />SUBJ: Staff Report <br /> <br />Enclosure (Dl-a) CAB meeting minutes dated June 11, 1979 <br /> (Dl-b) Representative Clawson's letter dated June 19, 1979 <br /> (Dl-c) Minnesota League bf Cities Conference.highlights <br /> (Dl-d) County Engineer's letter dated June 19, 1979 <br /> (Dl-e) Elk Rivers fire contract bill 1978 and 1979 and <br /> excerpt of our contract with Elk River <br /> <br />1) CAB MEETING - I attended this meeting on June 11, 1979 at Champlin <br />City Hall. Enclosure (D l-a) contains the subject matter discussed. How- <br />ever, there is one major point not addressed in those minutes that I <br />raised at this meeting. MY question to Mr. Lee Starr, of the Metro <br />Council, was if the City of Ramsey continues to maintain its strict <br />zoning in the Urban Area of residential dwelling per acre and doesn't <br />put a demand on sanitary sewer needs will this retard the City of Ramsey <br />from getting their connection. Now, technically speaking, if we don't <br />have a need for it because we have followed the Metro Planning guidelines <br />there is absolutely no reason to provide it. Down the pike we can get <br />horn swoggled like we are on State Local Aids. Now, we had better start <br />nailing down these two sanitary sewer connections and the.fact that <br />following the Metro guidelines in regards to our Urban Area won't deny <br />us sewer use when we want it in an agreement. Right now I think we're <br />getting a lot Of verbage which means absolutely nothing when dollars <br />get involved down the pike. <br /> <br />2) STATE LOCAL AID - Please refer to enclosure (Dl-b). As you will note <br />Ramsey did very poorly on this matter. However, we should now start get- <br />ting ourselves and the other communities organized on this issue. <br /> <br />Mayor Gamec stated when he got back from his business meeting out west <br />he would be meeting with Arnie and myself (.City Legislative' Committee) <br />in regards to this issue. <br /> <br />When I was at the League Conference the Governor spoke on Local Aid and <br />the inequities in it. However, after speaking to the Governor's aide on <br />Thursday, Jmue 21, 1979, I do not think they understand the State Local <br />Aid law. They fail to look at the total picture of this goofed up tax <br />law. <br /> <br />3) MINNESOTA T,E&GUE OF CITIES CONFERENCE -.Please refer to enclosure <br />(.Dl-c) for a synoposis of the Conference. Incidently, we did not expend <br />any money as I only took in certain portions of the Conference. However <br />the Ramsey Council should be taking a more active role in these conferences.. <br /> <br /> <br />
