consulting encj neers, d versJfiect nc,
p.o. box j. osseo, minnesota 55369 L~ (612) 425-2181

civil
municipal
planning
environmental
land surveying
· geotechnics

Honorable Mayor and City Council
City of Ramsey
June 25, 1979
Page Two

In review of the bids for Improvement Project 79-3 the base bid is under the
feasibility estimate. However, the alternate bid which includes only the gravel '-
and pavement is over the $37,150 estimated in the feasibility study by approx-
imately 13 percent. At your May 14, 1979 Council meeting, you decided to pro-
ceed with the project and access only $35,000 with the City absorbing the remaining
costs. To reduce the City's costs, it was agreed to delete the restoration on the
project and also have the City Street Department do the grading if the bid price
was excessive. In discussing the project with your City Administrator and Street
Superintendent, they indicated that the C~ty does ,,v~"~ have the equipment to
complete the work and renting equipment would not result in a cost savings. There-
fore, we would recommend award of the base bid for Improvement Project 79-3.

In review of Improvement Project 79-4, the alternate bid which excluded the grading
and the restoration is approximately 12 percent over the estimated cost of $24,500.
in the feasibility. As in the case of Improvement Project 79-3 we would recommend
that the City award the base bid for Improvement Project 79-4.

In the case of Improvement Project 79-5, the bid is approximately 19 percent over
the feasibility'estimate. However, it is anticipated that the actual quantities
required to complete the project will b~ somewhat less than the'bid quantities.
This along with the contingency in the feasibility study should keep the total pro-
ject cost in line with the costs pnesented at the public hearing.

The low bidder, N.D.H., Inc. is a local contractor and has satisfactorily completed
several projects for the city. We, therefore, recommend that the projects be
awarded to the low bidder, for the base bid amount of $178,914.

keith caswell jr. u darrell schneider ~] richard sha
