The applicant can demonstrate that development during and <br />after construction can be accomplished without increasing <br />erosion, and that there is proper utilization of controls <br />to reduce runoff to non-destructive levels. <br /> <br />The proposed development presents no danger of falling <br />rock, mud, uprooted trees, or other material to structures, <br />recreational facilities, public lands, and public waters, <br />down hill. ' <br /> <br />4) Ail structures other than buildings and roadway surfaces, <br /> but including retaining walls, shall meet the following <br /> design requirements: <br /> <br />a) Retaining walls or terrace contours Shall not <br /> exceed 5 feet in height; <br /> <br />b) Construction shall be of natural stone, wood <br /> or concrete; <br /> <br />e) <br /> <br />The use of gabbions non-wood pilings, metal <br />retaining walls, and pre-cast or cast in place <br />concrete retaining walls is specifically pro- <br />hibited; <br /> <br />d) The mlnimumwidth of terraces shall be 10 feet. <br /> <br />170.0112E Emergency and Exemptions <br /> <br />When emergency work is performed under this section, the person <br />performing it shall report the. pertinent facts relating to the <br />work to the City Engineer and ZoninE_Administrator prior to the <br />commencement of work~· The~Zoning Administrator_shall review ~ <br />the facts and determine whether an emergency exists-and shall by <br />written memorandum authorize the-commencement of the emergency- <br />exception or deny the emergency exceptions_ in which case no work <br />may be commenced. A person commencing emergency work .shall <br />within 10 days following the commencement of that activity, <br />apply for the issuance of an environmental permit, and on the <br />issuance thereof, may be required to perform such work as is <br />determined to be reasonably necessary to correct any impairment <br />to the wetland occasioned by such emergency work. <br /> <br />The removal of trees, seriously damaged by storms or other acts <br />of God, or diseased trees, shall not be prohibited. <br /> <br />170.0112F <br /> <br />Permit Applications - Required Data <br /> <br />Environmental permits except where hereinafter noted, shall be <br />issued by the City Council after written findings from the <br />Planning Commission and City Staff.
