TO: City Administrator

FROM: Bruce Bacon, Tree Inspector

RE: Staff Report

In conjunction with a summer road survey, I think that it is important to
mark with a painted X trees that are obviously wilting. This will make it
possible to identify them during the winter for removal, even if they aren't
taken care of now. Further this would make a visible reminder to attend to
their removal. For the tree inspector to have access, the Council would
need to move to include the City as a "control zone", for Elm and Oak
disease. This would seem preferable to only designating areas, or neighbor-
hoods since in many cases, the wilting trees are in a large grove or wind-
break.

Perhaps a paragraph can be included in the newsletter encouraging peOple to
"mark their own X's." For removal of trees, and they should call if their
diagnosis is uncertain, and I could be requested to visit, diagnose and mark
the trees.

May we order some of the sample literature for the City Hall lobby?

BB:sb
