SPECIAL MEETING <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held <br />a Special meeting on August 11, 1979, at Ramsey Municipal Center, <br />1515.~ Nowthen Boulevard N.W., Anoka, Minnesota 55303 <br /> <br />Present: <br /> <br />Mayor Gamec <br />Councilman Mickel son <br />Councilman Sorteberg <br /> <br />Also present: Engineer Raatikka <br /> <br />Absent: Councilmen Cox and Reimann <br /> <br />Mayor Gamec called the special meeting to order at 8:05 a.m. and <br />announced the purpose of the meeting is to consider a change order <br />for the Variolite Street Project, No. 79-2, request for advance encumbrance <br />of 1980 MSAS Funds for Variolite Street Project. <br /> <br />Discussion was held on the new soil borings taken showing previously <br />unknown special organic soil conditions encountered at depths of 40 <br />feet. <br /> <br />Engineer Raatikka explained the process necessary to deal with this <br />condition. He said that this part of the road would settle within a <br />couple years. <br /> <br />Councilman Mickelson expressed concern regarding lateral movement of <br />the sand beneath the roadbed when the road does settle. <br /> <br />Mr. Bill Kwasny, Soil Testing Services of Minnesota, Inc. was present <br />and said he didn't feel there would be lateral movement in this case <br />just settlement and that this process is the most economical way to <br />do it. <br /> <br />Mayor Gamec queried the status of MSA fund account. <br /> <br />Engineer Raatikka said that this would result in about a $8,000 shortage. <br /> <br />Motion by Councilman Sorteberg, seconded by Councilman Mickelson to <br />adopt Resolution No. 79-52 approving Change Order No. 2. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Mickelson and <br />Sorteberg. Voting no: None. <br /> <br />Motion by Councilman Mickelson, seconded by Councilman Sorteberg <br />to approve Change Order No. 2 for Street Construction Project 79-2 for <br />Variolite Street in the total amount of $37,087.50. <br /> <br />Motion carried.
