TO: City Administrator <br /> <br />FROM: Street Superintendent <br /> <br />RE: Report regarding blocked culvert at 8451 - 164th Circle <br />DATE: August 23, 1979 <br /> <br />On August 3, 1979, Pete Raatikka, Tom Gamec and myself made an inspection <br />of a citizen complaint about a ditch at 8451 - 164th Circle. We found <br />that homeowner had sodded the ditch and plugged a culvert crossing the <br />road. After explaining to him that he would not block a waterway,~ he <br />replied that he didn't want a ditch that deep becanse his yard would <br />wash out. We explained to him how he could fix his side of the ditch <br />to keep his yard from washing but he said that he had put in all the <br />money and work that he was going to and wouldn't do anymore. <br /> <br />On August 7, 1979, we were contacted by ~DOT and told that homeowner <br />had called Governor Quie and told him that he had a drainage problem and <br />the City of Ramsey wouldn't do anything about it. Governor Quie con- <br />tactedMNDOT and they contacted us. They said he should go out there <br />with our equipment and clean out the ditch. <br /> <br />On August 9, 1979, I called the homeowner and asked if he decided what <br />he was going to do and his answer was nothing. I told him that he <br />could fix the ditch like we suggested or we would have to clean it with <br />our equipment and he would have to remove the sod if he wanted to save <br />it. He said he would do nothing and we would have to restore it. I <br />told him I would let the Ramsey Council make that decision and he said <br />he was going to call the Governor again. <br /> <br />On August 16, I was contacted by the Governor's office and told that the <br />State wasn't going to get involved and we should do what ever was <br />necessary to open the waterway. <br /> <br />On August 17, we cleaned the sand out of the waterway below the culvert <br />and also shoveled to the bottom of the culvert on the upper end so <br />water could get through. I made an inspection on August 23 after three <br />days of rain and it appears to be working okay. <br /> <br /> <br />
