Attached to the Weekly Update is the Art in the <br />Park: Mosaic Frame and Canvas flyer. <br />Council Update <br />Update on Communique on Need for Permits for Construction. At a recent Work Session, <br />Council requested communication to residents related to the needs for permits. Staff will put <br />together a brief `teaser' article in the next Ramsey Resident, with the intent to do a broader <br />campaign to coincide with Building Safety Month, a nationwide effort by the International Code <br />Council in May. City Council also requested a review of fine structure for projects constructed <br />without a required permit. Generally speaking, this is known as the `Investigation Fee' authorized <br />by Minnesota State Building Code, which allows permit administrators to charge up to the cost of <br />the permit as a penalty or investigation. This is often also referred as the `Double Fee'. We can <br />choose to charge less than the cost of the permit for an investigation fee, but not more. <br />Additionally, if the situation creates a public nuisance as defined by City Code Chapter 30, the <br />City can charge an Administrative Citation on a sliding scale ($75, $250, $500). Please let <br />Administrator Ulrich know if you would like this topic brought forward on a future agenda. <br />Recycling Extra Cardboard over the Holidays a Success! The City and ACE Solid Waste <br />implemented a pilot program over the holidays that provided residents an additional opportunity <br />to recycle extra cardboard at no cost. ACE Solid Waste donated a dumpster at the Public Works <br />campus for the collection of extra cardboard (and other paper) from December 19, 2016 through <br />January 9, 2017. This was offered in an attempt to eliminate extra cardboard that wouldn't fit in <br />the curbside recycling cart from ending up in the trash. Over the three (3) weeks that the dumpster <br />was on site, it needed to be emptied four (4) times. In that short span of time, a total of 2.33 tons <br />of cardboard was collected! This appears to have been a hit with the residents and something that <br />the City will likely look to offer again in the future. <br />Charter Commission Appointments. As of December 31, 2016, the term limits for four of the <br />nine members of the City's Charter Commission expired. Two members, Joe Field and Jim <br />Bendtsen, requested reappointment. The other two members, Mark Anderson and Eric Zaetsch, <br />did not seek reappointment. The City advertised the two vacancies. In January, Ramsey resident <br />Joshua Fuhreck, asked to be considered for appointment. The three requests were forwarded to <br />Douglas Meslow, Chief Judge of the Tenth District. City staff has received notification that all <br />three appointments were made by the Judge and have been filed with the District Court.
