Date of preparation - 8/28/79 Date of Council Review - 9/10/79 e CITY OF RAMSEY CITY COUNCIL Findings of Fact re: Jack Menkveld Zoning Amendment The applicant has applied to have the City's Zoning Ordinance amended so as to cause his property legally described as: NE 1/4 of NE 1/4 Section 29, Township 32, Range 25,and SE 1/4 of NE 1/4 of Section 29, Township 52, Range 25, subject to easement to Rural Coop Power Assn. except five acres to Highway, except part South of Highway. Located in the Transitional area of the City to be rezoned to I-1 Industrial. That the applicant appeared before the Planning and Zoning Commission on August 6, 1979, at which time the Commission adopted findings of fact and a motion, which findings of fact are hereby incorporated by reference. That the City Council held a public hearing on the application, pursuant to the City Zoning Chapter. That said public hearing was properly advertised and was held on August 27, 1979. That the minutes of that public hearing are hereby incorporated by reference. That the proposed rezoning would be an amendment to the City's Comprehensive Plan as amended. That this area of land is situated adjacent to U.S. Highway No. 10 and is surrounded on each side by land zoned I-1 Industrial. That the proposed rezoning amendment will not adversely affect the City's health, safety and welfare and in order to insure the safety of the City's residents, restrictive covenants regarding the future uses of the property have been provided by the developer. That this proposed amendment will provide a buffer between the railroad tracks and residential development. ~ MOTIOn: To adopt the above findings of fact and to amend the Comprehensive Plan in accord with said findings ami to amend the City's Zoning Map to implement this comprehensive plan amendment.
