Flood-proofing measures shall be certified by a regi- <br /> stered professional engineer or registered architect. <br /> Record of First Floor Elevation. The Zoning Administrator <br /> shall maintain a record of the elevation of the first floor <br /> (including basement) of all new structures or additions to <br /> existing structures in the flood plain districts. He shall <br /> also maintain a record of the elevations to which structures <br /> or addi%ions to structures are flood-proofed. <br /> <br />Board of Adjustment <br /> <br /> The Board of Adjustment established by Section 170.018 of <br /> The City Code shall be Board of Adjustment referred to <br /> herein. <br /> <br /> Administrative review. The Board shall hear and decide <br /> appeals where it is alleged there is error in any order, re- <br /> quirement,.decision~ or determination-made by an-administra- <br /> tive official in the enforcement or administration of this <br /> Ordinance. <br /> <br /> Variances. The Board may authorize upon appeal in specific <br /> cases such variance from the terms of this Ordinance as will <br /> no% be contrary to the public interest, where, owing to <br /> special conditions, literal enforcement of the provisions <br /> of the Ordinance will result in unnecessary hardship so .~. <br /> that the spirit of the Ordinance shall be observed and sub- <br /> stantial justice done.
