ORDINANCE NO. 79-13 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />CHAPTER 170.06 CITY OF RA~ASEY CODE <br /> <br /> FLOOD PLAIN MANAGE~fENT <br /> <br />AN ORDINANCE REGULATING THE USE OF FLOOD PLAINS WITHIN THE CITY OF RAMSEY <br /> <br />SECTION 170.061 STATUTORY AUTHORIZATION, FINDINGS OF FACT AND PURPOSE <br /> <br />170.061.1 Statutory Authorization. The Legislature of the State of ~Hnnesota: <br /> has, in ~innesota Statutes Chapter 104 and 462, delegated the re- <br /> sponsibility to local governmental units to adopt regulations de- <br /> <br /> Therefore, the Council of Ramsey, <br /> <br />signed to minimize flood losses. <br />~.~rmesota do ordain as follows: <br />170.061.2 Findings of Fact <br />170.061.21 <br /> <br />170.061.22 <br /> <br />The flood hazard areas of Ramsey, l~nnesota, are subject to <br />periodic inundation which results in potential loss o~life, <br />loss of property, health and safety hazards, disruption of <br />commerce and governmental services, extraordinary public ex- <br /> <br />penditures for flood protection and relief, and impaiment <br /> -. <br />of the tax base, all of which adversely affect the public <br /> <br />health,'safety, and general welfare. <br /> <br />Methods Used to Analyze Flood Hazards. This Ordinance is <br />based upon a reasonable method of analyzing flood hazards <br />which is consistent with the standards establlshedby the <br />Minnesota Department of Natural Resources. <br /> <br /> <br />
