A discussion was held.pursuant, to the upcoming joint cities meeting to be <br />held on November 1st. Councilman Reimann asked that data be presented on <br />questions Ramsey would like answers to prior to the meeting by the rest of <br />the Council members. <br /> <br />Councilman Cox said it should be ascertained if they are interested in the <br />joint venture of an airport, noting to them that this is one of the only <br />training centers in the U.S. for air control. And regarding the fire <br />department, ask them what their interest is and possibility of Ramsey <br />participating as volunteers and using the City fire station as a satellite <br />station. Try to get an indication from Anoka on what direction they intend <br />on going. Are they going to remain on an independent basis? <br /> <br />1980 CITY BUDGET <br /> <br />Mayor Gamec reviewed the budget supplements and reported that it has been <br />cut down considerably. The seal coating schedule was discussed and whether or <br />not to assess the cost out or pay for it out of the ~eneral Fund. <br />It was noted that the people should have been informed if they were going <br />to be assessed for sealcoating. It was also noted that the streets listed <br />for sealcoating are not part of any stree~ improvement project assessments. <br /> <br />A policy is needed on assessing in this regard, this should be a future <br />Agenda item. <br /> <br />It was suggested that the interest earned on bonding street improvement <br />projects should be given back to the project for future sealcoating. <br /> <br />Administrator Schnelle noted that the interest money would not be available <br />for ten years. <br /> <br />Another suggestion is to establish a seatcoating fund, similar to the <br />equipment replacement fund. <br /> <br />The streets on the proposed se&lcoating sheet that were selected to be done <br />in 1980 because they are priority in terms of needing maintenance are. <br /> 1) 155th Avenue and Variolite Street <br /> 2) Woodland Green Addition <br /> 3) t67th Avenue west of Highway 47 <br /> / <br />The total cost of $30,096. <br /> <br />Street Superintendent Mevissen commented on the poor condition of the present <br />loader and the cost to repair it to an operable condition. <br /> <br />Councilman Cox stated he wants to keep the mill rate the same as last years. <br /> <br />Mayor Gamec said he doesn't feel we should try to keep the same mill rate <br />due to growth and things we need to keep updated, inflation costs alon~ and <br />he feels an increase is necessary, further, that it should have been increased <br />in prior years. <br /> <br />Assessor ~irz reported that there is more money being returned to the <br />homeowners now in homestead credit and more in state aid toward reducing <br />real estate tax and that the proposed millrate would not increase taxes t~at <br />much. <br /> <br />Special Council Meeting <br />October 29, 1979 <br /> Page 3 <br /> <br /> <br />
