has submitted all required information, the Council shall notify the applicant that the plan is deemed to be submitted to the Council and the date on which the Council's 45 day review period commences. If the Council does not notify the applicant of the Council comment on the plan within 45 days from the date the Council deemed the plan to be submitted, then the applicant's plan shall be deemed to have received a positive comment by the Council. 4. PLAN CONTENT REQUIREMENTS The plan submitted by the applicant shall be accompanied by the following documents: The housing portion of the comprehensive plan of the city; unless already submitted to the Council pursuant to the Metropolitan Land Planning Act, Minn. Stat. 473.858. 0 Local housing policies not contained in the comprehensive plan of the city. A description of the city's housing needs; if not contained in the comprehensive plan. A copy of an ordinance or resolution authorizing an official of the applicant to submit the plan to the Council; and 5. Other material the applicant deems relevant. B. The plan submitted by the applicant should include: Clearly identified income levels and the number of units at each income level to be served by the bond proceeds; A description of specific site locations and housing types to be served by the bond proceeds; 3. Content elements required by the Act; and 4. Any other information the applicant deems relevant. 5- CRITERIA FOR COUNCIL COMMENTS After reviewing the plan, the Council shall provide positive comments with respect to the plan only if: The plan furthers local housing policies as submitted by the applicant; The plan is compatible with the housing element and implementation programs of the comprehensive plan of the city, if the city has an adopted comprehensive plan; -3-
