has submitted all required information, the Council shall <br />notify the applicant that the plan is deemed to be submitted <br />to the Council and the date on which the Council's 45 day <br />review period commences. If the Council does not notify the <br />applicant of the Council comment on the plan within 45 <br />days from the date the Council deemed the plan to be <br />submitted, then the applicant's plan shall be deemed to have <br />received a positive comment by the Council. <br /> <br />4. PLAN CONTENT REQUIREMENTS <br /> <br />The plan submitted by the applicant shall be accompanied <br />by the following documents: <br /> <br />The housing portion of the comprehensive plan of the <br />city; unless already submitted to the Council pursuant <br />to the Metropolitan Land Planning Act, Minn. Stat. <br />473.858. <br /> <br />0 <br /> <br />Local housing policies not contained in the <br />comprehensive plan of the city. <br /> <br />A description of the city's housing needs; if not <br />contained in the comprehensive plan. <br /> <br />A copy of an ordinance or resolution authorizing an <br />official of the applicant to submit the plan to the <br />Council; and <br /> <br />5. Other material the applicant deems relevant. <br /> <br />B. The plan submitted by the applicant should include: <br /> <br />Clearly identified income levels and the number of <br />units at each income level to be served by the bond <br />proceeds; <br /> <br />A description of specific site locations and housing <br />types to be served by the bond proceeds; <br /> <br />3. Content elements required by the Act; and <br /> <br />4. Any other information the applicant deems relevant. <br /> <br />5- CRITERIA FOR COUNCIL COMMENTS <br /> <br />After reviewing the plan, the Council shall provide positive comments <br />with respect to the plan only if: <br /> <br />The plan furthers local housing policies as submitted by the <br />applicant; <br /> <br />The plan is compatible with the housing element and <br />implementation programs of the comprehensive plan of the <br />city, if the city has an adopted comprehensive plan; <br /> <br />-3- <br /> <br /> <br />
