Schnelle <br />City Administrator <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Anoka, Minnesota 55303 <br /> <br />Re: Flintwood 2nd Addition <br /> Storm Water Drainage <br /> <br />Dear Sir: <br /> <br />In answer to your certified letter of September 26, 1979 to our client, Mr. <br />Norman Holm, on the subject of storm water drainage in the Flintwood Hills <br />Additions, we offer in the following a plan for consideration. <br /> <br />Our letter to Mr. Paul Ruud, County Engineer, on August 2, 1979, outlined <br />the existing conditions and offered several alternative methods to reach a <br />solution. One of these methods suggested that the City of~Ramsey assume the <br />responsibility of the storm water drainage in the watershed of County Ditch <br />43. As you stated in your letter, that option is not legally practical. <br /> <br />We, therefore, proposed the following for consideration to both the City of <br />Ramsey and Anoka County: <br /> <br />1) That storm water drainage system shown on the Grading & Drainage <br />Plan (revised 9/6/79 and 10/10/79) be designated as a realigned County <br />Ditch 43, <br /> <br />2) That present location of the County Ditch 43 within the Flintwood <br />Hills Plat be abandoned and relocated to the route noted above. <br /> <br />Please review the route location on the attached drawing. <br /> <br />The relocation would be accomplished by routing the County Ditch #43 onto the <br />proposad storm drainage facilities shown for Flintwood 2nd Addition. The <br />facilities would include ditch, storm sewer and retention ponds. <br /> <br />Several facts are significant in the design of these facilities, especially <br />the storm sewer system, ponding and inlet control. <br /> <br />The storm sewer pipe capacity is designed on a 10 year frequency storm and · <br />intended to serve the runoff from the plat only. The storm water retentto~ <br />ponds are designed to retain 4 inches of runoff from the plat only.
