Dougherty <br />Chief Administrator <br />Metropolitan Waste Control Commission <br />350 Metro Square Building' <br />St. Paul, Minnesota 55101 <br /> <br />Re: Anoka Interceptor Plans and Specifications <br /> Metropolitan Waste Control Commission Project No. 77-07 <br /> Metropolitan Council Referral File No. 6986-1 <br /> <br />Dear Mr. Dougherty: <br /> <br />At its meeting September 27, 1979, the Metropolitan Council <br />considered the above plans and'specifications. This consid- <br />eration was based on a report of the Physical Development <br />Committee, Referral Report No. 79-158. A copy of'this report, <br />which was adopted as presented, is attached. <br /> <br />The Council adopted the following recommendations: <br /> <br />That although the plans and specifications for the Anoka <br />interceptor are technically consistent with the approved <br />Development Program, they are not consistent with the <br />Development Program stipulation that Anoka participate <br />in the cost of the interim force main and lift station to <br />convey flow from the Anoka interceptor to the Anoka plant. <br />It is recognized that the lack of a cost participation <br />agreement from Anoka is based on the current inability to <br />define the precise character of the connection between <br />the interceptor and the treatment plant. <br /> <br />That the request for the $2.3 million in additional funds <br />for the Anoka Interceptor contained in the proposed 1980 <br />Capital Budget cannot be authorized at this time because of <br />the pr6cedure inconsistency between the budget request and <br />the approved Development Program relative to the connection <br />between the Anoka interceptor and the Anoka treatment plant. <br /> <br />That an amendment to the 1980 Capital Budget for additional <br />funds for the construction of the Anoka interceptor should be <br />submitted for Metropolitan Council action during January 1980 <br />if the following has occurred: <br /> <br /> <br />
