This consid- eration was based on a report of the Physical Development Committee, Referral Report No. 79-158. A copy of'this report, which was adopted as presented, is attached. The Council adopted the following recommendations: That although the plans and specifications for the Anoka interceptor are technically consistent with the approved Development Program, they are not consistent with the Development Program stipulation that Anoka participate in the cost of the interim force main and lift station to convey flow from the Anoka interceptor to the Anoka plant. It is recognized that the lack of a cost participation agreement from Anoka is based on the current inability to define the precise character of the connection between the interceptor and the treatment plant. That the request for the $2.3 million in additional funds for the Anoka Interceptor contained in the proposed 1980 Capital Budget cannot be authorized at this time because of the pr6cedure inconsistency between the budget request and the approved Development Program relative to the connection between the Anoka interceptor and the Anoka treatment plant. That an amendment to the 1980 Capital Budget for additional funds for the construction of the Anoka interceptor should be submitted for Metropolitan Council action during January 1980 if the following has occurred:
