APPARENT LACK OF ADMINISTRATIVE SUPPORT <br />The County Group is very small relative to MCHP's total member population. <br /> <br />County staff in particular have not been satisfied with MCHP's preparation and <br />commitment during enrollment periods, its follow through in making contractual <br />changes and its follow through in handling claim problems. <br /> <br />3. MEDICARE SUPPLEMENT RATES <br />As tile Department of Labor'~ Interpretive Bulletin of May 25, 1979 has required <br />the County to pay as much toward health insurance for employees over age 65 as those <br />under, the County requested each bidder to provide separate rates for Medicare- <br />eligibles indicating the true value of the medical benefits to be provided so the <br />County could determine if payment of Part B Medicare premiums would be necessary. <br />Med Center was the only bidder not willing to meet this request. The reason for <br />not providing a separate Medicare rate appears to be a misunderstanding that we ~ <br />were expecting lower rates when in fact we were expecting that a true value be placed <br />on a Medicare Supplement. <br /> <br />In the next few weeks, the County will develop a set of objectives for improvement <br />in rate justification, participation in open enrollments, and a firm, future require- <br />ment for separate Medicare Supplement rates. <br /> <br />GHP AND BCBS <br />Few major disagreements exist at this time with either of these plans. Over the next <br />year, an attempt will be made to discuss minimum contractual provisions with GHP in <br />an attempt to improve mental health care benefits and el imi'nate some major contract <br />limitations and exclusions. The County will continue to press BCBS to maintain its <br />delivery of claim data on a timely, periodic basis. <br /> <br />FUTURE ACTIVITY <br /> <br />Working under legal handicaps not faced by private industry, the County's Risk Management <br />Division will strive to obtain the most economical health care delivery available to <br />its' employees. The County's business should not be taken for granted by any provider <br />of services. <br /> <br /> <br />
