City Planner Anderson stated that the DNR would regulate and could order a cease and desist on
the activity and could continue enforcement through penalties or fines, including a misdemeanor.

Board Member Valentine asked if something about hunting should be included in the Fact Sheet.

City Planner Anderson stated that perhaps a statement could be added addressing that type of
activity or clearing for hunting activity.

Councilmember LeTourneau asked if the Board would be open to inviting the property owners
along the lake into a public forum, which could make it easier for the residents to understand the
Fact Sheet and regulations.

The Board agreed that they would be open to a public forum, as long as the other municipalities
and agencies would be involved as well in addition to Ramsey so that it does not appear that
Ramsey is taking the lead.

City Planner Anderson noted that as this is sent forward to the other communities, staff can
gauge their interest in participating in an open forum and noted that the Conservation District
would also be helpful as that organization previously attempted to hold a forum of that nature.
He noted that he would like to avoid providing false expectations of what could be done in terms
of aquatic plant management.

Motion by Board Chairperson Stodola and seconded by Board Member Covart to direct staff to
finalize the Rogers Lake Fact Sheet and route it to staff at Nowthen, Oak Grove, and the Anoka
Conservation District for their review.

Motion carried. Voting Yes: Chairperson Stodola, Board Member Covart, Anderson, Bernard,
Hiatt, Trossen, and Valentine. Voting No: None. Absent: None.

6. BOARD / STAFF INPUT

Innovative and Integrated Stormwater Management Workshop (Minnesota
Design Center)

City Planner Anderson advised the Minnesota Design Center will be hosting an innovative and
stnd
Integrated Stormwater Management Workshop on November 1 and 2. He noted that this will
be a two-day event and any Board Members that are interested, are welcome to attend at no
charge. He encouraged Board Members to let him know if they would like to attend as soon as
possible so that the spots can be reserved.

Chairperson Stodola and Board Member Anderson stated that they would not be available to
attend.

Board Member Valentine stated that he will be attending the workshop.

City Planner Anderson asked that the other Board Members RSVP to him no later than
tomorrow.

Environmental Policy Board / October 17, 2016
Page 4 of 5
