Charter Commission and urged them to consult with a fiscal
advisor regarding those portions of the charter which may
implicate bonding, etc.

Mr. Schnelle stated that Mr. Wayner Burggraaff of Ev~nson-
Dodge will be attending the next meeting of the Charter Commission.

Case #3: Legislation:

d) Formulation Of An Economic Development Financial Policy -

Mr. Schnelle stated that a Financial Policy in Ramsey may be
premature because if a charter is adopted it could conflict
with that policy. Council and commissions in Ramsey should
thoroughly understand what is written in the charter because
changes to it will be very difficult to make.

Commissioner Cox stated that he attended the Charter Commission
public hearing and the Charter Commission did not like his
comments so they did not recognize him anymore. Commissioner
Cox stated that the Charter Commission does not want comments
from the opposition; the public that wants the charter written
properly is rejected totally. This behavior turns the public
off and they no longer want to provide input. This Charter
Commission is a result of a coalition that was unhappy with a
special interest, they are concerned with that special interest
and they are going to write the charter any way they want.
Commissioner Cox noted that other people he has talked with
have this same feeling. Commissioner Cox also noted that these
are his personal opinions and not that of the Economic Commission.

Mr. Schnelle stated that any commission members in Ramsey may
submit written input to the charter commission which will be
included in the Charter Commission agendas.

c) Municipal Finance Officers' Association "Action Alert" Regarding

Industrial Revenue Bonds -

Commissioner Schmidt stated that U.S. Congress is attempting to
put severe limits on Industrial Development Bond Authority.

Motion by Commissioner Cox and seconded by Commissioner Miller
that EDC submit a letter to the authors of House Bill 1470
regarding that part which pertains to industrial development
bonds, opposing legislation contained in that bill and to list
all that industrial revenue bonds have done for the City of
Ramsey. However, do state in the letter that bonds should
continue to be used for industrial development.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners
Guy, Fults, Muller, Miller, Cox, Schmidt and Vevea. Voting No:
None. Absent: Commissioners Sentyrz and Schneider.

a) Metro Council Proposed Interim Economic Policies -

Motion by Commissioner Schmidt and seconded by Commissioner
Fults supporting Metro Council's concept of Interim Economic

EDC/November 9, 1983
