Chairman Greenberg suggested that the Economic Development Commission Finance <br />Committe should pursue more information on the programs presented by Mr. Barton. <br /> <br />Commissioner Cox stated that tax incrementing is not fair; that new businesses <br />get a break and old businesses are still paying top dollar. <br /> <br />Commissioner Fults stated there should be work done in the area of deferring <br />taxes for one or two years as an incentive for businesses to locate in Ramsey. <br /> <br />Chairman Greenberg replied that legally that cannot be done unless you go with <br />tax incrementing. <br /> <br />Commissioner Fults replied that laws can be changed. <br /> <br />Commissioner Cox stated that people being elected are making rules to benefit <br />themselves and government and not businesses, and if they operate accordingly <br />they are in and if they don't, they are blackballed and consequently you won't <br />get the laws changed until the State goes'broke. <br /> <br />Commissioner Fults stated that businesses should strike and the State would see <br />the problem in a hurry. <br /> <br />Case ~2: Discussion Regarding Charter Commission: <br /> <br />Mr. Sieber and Mr. Heitman of the Charter Commission were present. <br /> <br />Mr. Sieber stated that his purpose tonight was to get any input EDC might have <br />to the charter. <br /> <br />Mr. Sieber stated that the Charter Commission meets the 2nd and 4th Thursday of <br />the month at 7:30 p.m. in Council chambers. <br /> <br />Mr. Sieber stated that it has been decided by the Charter Commission to frame <br />a Charter for Ramsey chapter by chapter using Mounds View's charter as a model. <br />Mr. Sieber then presented the EDC with copies of the chapters that have been <br />formed so far. <br /> <br />Mr. Sieber stated that the major thing a charter can do for a city is provide <br />initiative, referendum and recall. Mr. Sieber stated that a charter gives <br />power to residents to initiate legislation in their city by petition and <br />general election and that power is denied to citizens of a statutory city. <br /> <br />Chairman Greenberg stated that a recourse for citizens of a statutory city <br />is to force opinion by petition. <br /> <br />Mr. Sieber replied that the only recourse for citizens of a statutory city <br />is to wait and make changes at the next election. <br /> <br />Commissioner Fults stated that in the last 10 years Ramsey's Council has gone <br />along with what the people want and if it has worked for the last 10 years <br />why spend the additional money to change it? <br /> <br />Mr. Sieber defined referendum as the right of the citizens to repeal an <br />ordinance by petition and general vote. <br /> <br />Commissioner Miller inquired as to the percent that will be required to get <br />a petition. <br /> <br />EDC/August 10, 1983 <br />Page 4 of 10 <br /> <br /> <br />
