Another $250,000 was appropriated for a similar program in Minneapolis through
the Minneapolis Urban League's labor education advancement program.

MALE-FEMALE SALARY DISPARITIES

$2.9 million was appropriated to start equalization of salary disparities
between male-dominated and female-dominated classifications in state employment that
have similar responsibilities.

State employees who retire in 1984-85 will be reimbursed with interest for the
extra 2% paid by the employee to the pension fund. Enacted during the 1982 D~cember
special session to help balance the budget, the 2% pension shift was in effect six
months.

UNEMPLOYMENT COMPENSATION

Changes in the S~age's unemployment--compensation~laws were enacted to achieve
compliance with federal mandates. 'A 10% 'employer's' surcharge based on their
contribution paid or owed for unemployment compensation insurance was an acceptable
way of fulfilling the federal requirement that states may no longer defer interest
on federal loans by adding interest payments to the loan balance.

JOB SHARING

Legislators recently made permanent an experimental job sharing program which
allows two state employees to share one full-time position, while retaining much of
the same insurance and vacation benefits accorded full-time employees.

WORKING WITH TOXIC SUBSTANCES

Employees who are routinely exposed .to toxic substances must be provided
training and complete access to all information regarding the toxic substances.

STATE EMPLOYEE PAY CUTS

The mandatory 2 percent pay cut for all state workers, intended to h~lp balance
the budget, will be lifted in~ July 1983. Consequently, state employees will only be
experiencing a 1 percent pay cut for the year and can expect that amount to be paid
back when they retire.

"BUY MINNESOTA"

Minnesota workers and businesses, as part of an effort to improve state economic
conditions, will be given preference in the awarding of state contracts. If bids
are taken, the Minnesota company offering the lowest bid -- provided it is not more
than 10 percent higher than the lowest nonresident's bid -- will be awarded the
contract. In addition to ser¥ices, state agenqies are expected to give preference .
to goods produced in Minnesota whenever possible.

- 17 -
