PROCEEDINGS OF THE <br />ECONOMIC DEVELOPMENT COMMISSION <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A special meeting of the Economic Development Commission was held on Friday, <br />April 15, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Don Greenberg, Chairman <br />Jack Menkveld · <br />Bill G. Miller <br />Bob Muller <br />Darryl Fults <br />Jack Schneider (arrived at 7:42 a.m.) <br />Arnie Cox (arrived at 7:43 a.m.) <br /> <br />Also Present: <br /> <br />City Engineer Peter Raatikka <br />City Building Official Clayton Berg <br /> <br />Members Absent: <br /> <br />Asrid Guy <br />Steve Schmidt <br />Joe Sentyrz <br /> <br />Chairman Greenberg called the special meeting to order at 7:40 a.m. <br /> <br />Chairman Greenberg stated that the purpose of this special meeting of the EDC <br />was to continue Case #1EDC's Position Regarding Public Utilities, from the <br />EDC agenda of April 13, 1983. <br /> <br />City Engineer Raatikka stated that regarding the feasibility report for the <br />second sewer and water connection, preliminary costs are compiled and the <br />report is just about ready to be finalized. Mr. Raatikka stated that the <br />total sewer cost is about $390,000, $50,000 of which is lateral benefit; <br />well and pump houses is $313,000; trunk water main is $273,000, $162,000 of <br />which is lateral benefit; storm drainage is $460,000, $160,000 of which is <br />lateral benefit. Total acreage is 229 acres, 197 acres UMB and 32 acres <br />residential, and that all areas of wetlands and major highways have been <br />deleted. City Engineer Raatikka further stated that using the proposed <br />assessment policy, the assessments to that area would roughly be $1.7 million <br />and that some of the properties assessed will most likely be deferred. The <br />net project cost, without lateral benefit, is $1,060,000 which would be <br />assessed on a REC basis (1,179 REC's included in the subject area) and a <br />portion of the assessment would provide for future elevated storage tank and <br />trunk water main for fire protection. <br /> <br />City Building Official Clayton Berg stated that he requested Mr. Raatikka <br />be present at this special EDC meeting because there has been a lot of concern <br />expressed that City general funds will be used to assist development projects, <br />but assessments will be more than the City is going to have to expend. <br /> <br />Mr. Raatikka stated that all benefitted area will be assessed, that there are <br />a few residential homes in that area and they will probably have deferred <br /> <br />Sp EDC/April 15, 1983 <br />Page I of 4 <br /> <br /> <br />
