d) <br /> <br />Proposed park improvement of approximately 45 acres of proposed <br />Federal Cartridge land - The Ramsey City Council, at their <br />regular meeting on October 26, 1982~.and their special meeting <br />on November 3, 1982, adopted a proposed policy and resolution <br />stating that if Federal Cartridge gave the City approximately <br />45 acres of land, the City has proposed to spend approximately <br />$72,000 per year over the ~ext ten years !if funds are available <br />for the development. This money could be in the form of Federal, <br />State, Metro and citizen grants, volunteer citizen work, City <br />tax dollars and Federal Revenue Sharing. <br /> <br />Legislation - The City is pursuing its course through the courts <br />on the State local aid to Cities issue which is a slow process <br />but seems to be the only avenue left to the City to recover its <br />rightful share of State tax dollars. <br /> <br />f) <br /> <br />Finance - The City has a good chance of being selected for a <br />certificate of conformance in %he handling of its accounting <br />procedures. If we are selected for a certificate of conformance <br />which I hope we are able to accomplish, this would be of great <br />importance to us in securing a higher bond rating. Much of the <br />credit should go to the City Accountant who is doing an outstand- <br />ing job in this area in the preparing of the bond data to the <br />bonding attornies. The City has been doing an outstanding job <br />in this area and this will be very helpful, in gettinq the A-1 <br />rating. The City's Deputy Clerk als~ deserves much credit. <br /> <br />g) <br /> <br />Personnel - The City Staff at Ramsey is taking a long range look <br />at personnel needs present and future as how to best handle <br />personnel increases. Now, not too many Cities and companies <br />in the past have taken the time to go through this process. <br />However, we feel that it is very important. We are putting <br />together our stuff which will take several months and when time <br />is available we will be taking it to the Council Personnel Com- <br />mittee and then the total Council for their review and adoption. <br /> <br /> <br />
