our industrial/commercial area. This is of concern to Ramsey because of loss <br />of tax base. Council has not made a real decision on whether or not Ramsey is <br />opposed to this site, we are looking into all aspects and liabilities. For <br />the existing landfill, the County is looking at methane extraction or burning <br />as a source of energy. We feel that Site P is not suitable with regards to <br />loss of tax base, ground water pollution and cost involved to get it operating. <br />Waste Management is looking at owning the site, but my--personal opinion is that <br />it should be privately owned. Ramsey is looking at eliminating Site P or cutting <br />it down in size tremendously. One positive possibility is that buildings <br />located adjacent to the landfill, could tie into methane energy service~ <br />Legislation will be working on ways to reimburse communities with landfills, <br />for loss of tax base. Ramsey has requested that the present site be included <br />with Site P. Mayor Gamec stated that hopefully the City will have more definite <br />answers on landfill, existing and Site P) by the first of the year. <br /> <br />Earl Brink - Pre-Stress Concrete - Doesn't the County have to select more than <br />one possible site for a landfill? <br /> <br />Mayor Gamec replied that three (3) have been approved, maybe a 4th and one <br />demolition site. <br /> <br />Earl Brink - How many are selected out of those alternates'? <br /> <br />Mayor Gamec replied that an Advisory Board will make that final decision. <br /> <br />Chairman Greenberg stated that the next item on the agenda was a presentation <br />of Rum River Bridge Crossing by Councilman Arnie Cox. <br /> <br />Councilman Cox - Nine and one-half years ago, Ramsey started with a proposal <br />for an East/West corridor for an emergency exit to Anoka. We are now down to <br />the process where we extend north, across from the Anoka Senior High School. <br />County has cooperated with Ramsey and we have obtained all right-of-way <br />necessary from Sunfish Lake Blvd. to Ramsey Blvd, through no tax dollars. <br />East of Hwy. 47, we have obtained the entired corridor for a bridge crossing <br />to extend across the river. Travel by emergency, vehicular, hospital and <br />schools will be benefitted. The proposed trade area will increase Ramsey's <br />commercial tax base and bring in more tax monies to the County and School <br />District. There has been a lot of time and effort spent to see that this <br />area is opened up. <br /> <br />Chairman Greenberg stated that the next item on the agenda was a presentation <br />of Sewer and Water Improvements by City Administrator Lloyd Schnelle. <br /> <br />Mr. Schnelle - In June of 1982, City Council adopted and appointed an Ad Hoc <br />Committee for public improvements. This Committee is currently adopting a <br />policy to recommend to Council as an ordinance. The Committee will address <br />means of financing and how to deal with developers. For now, we are not <br />talking about public improvements for residential, we are just dealing with <br />the southwest quadrant of Ramsey (Ramsey Industrial Park First Addition), <br />for 1984. Sewer will not go in until after several public hearings and <br />EDC can determine what the landowners want. Mr. Schnelle then distributed <br />copies of what is proposed for sewer development in Ramsey. Mr. Schnelle <br />stated that public improvements, he assumes, would be assessed out 100%. <br />Mr. Schnelle also stated that he assumes that nobody will be assessed trunk <br />charges until the trunk line reaches their phased area of development. <br /> <br />EDC/October 13, 1982 <br /> Page 2 of 4 <br /> <br /> <br />
