C~SE #2: <br /> <br />CASE #3: <br /> <br />LOCAL DEVELOPMENT CORPORATION: <br /> <br />At the last meeting there was no one present from the Finance Subcommittee. <br />The Commission had discussed having the Finance Subcommittee handle the <br />mechanics of the Local Development Corporation, however, it was decided <br />not to take any action until Finance Subcommittee members were present, <br />and also until the incorporation papers have been' filed with the Security <br />Exchange Commission. <br /> <br />Please refer to enclosure (D2~a) which contains a memo from the City <br />Attorney regarding the Local Development Corporation. <br /> <br />CITY ADMINISTRATOR'S REPORT: <br /> <br />The following is hereby submitted under this case: <br /> <br />a) <br /> <br />Landfill - The Ramsey City Council discussed the landfill issue <br />at their August 24, 1982 meeting and at that time adopted the <br />following resolutions: <br /> <br />1) <br /> <br />Resolution #82-119 dated August 24, 1982 which also <br />references Council Resolution #82-108o Please refer <br />to enclosure (D2-b) for this resolution. <br /> <br />2) Resolution #82-120 dated August 24, 1982 which is <br /> enclosed as (D2-b) for your information. <br /> <br />These resolutions have been delivered to the County Board and <br />to the Metropolitan Council. The Ramsey City Council is very <br />concerned about the following issues in regards to the landfill: <br /> <br />1) <br /> <br />Economic loss to the community - As you will note by <br />the resolutions, the City is very concerned about the <br />loss of future economic development with the proposed <br />landfill, as current legislation dealing with landfills <br />does not address situations such as Ramsey's where <br />valuable tax base land is lost forever. Consequently, <br />the City and County are looking forward to having a <br />consultant prepare a paper on this issue which will <br />assist in preparing proper legislation which would <br />provide State aid revenues to cover lost revenues for <br />the future. <br /> <br />2) <br /> <br />Public health aspect of landfills - The Ramsey City <br />Council is very concerned as you will note by the <br />resolutions, that the State assume full responsibility <br />of the present landfill and also the proposed site if <br />it is forced upon us. Currently, it appears that the <br />County, Metropolitan Council and State of Minnesota <br />want to dodge the issue regarding the responsibilities <br />for the present site. <br /> <br /> <br />
