Public Works Committee 6. 1. <br />Meeting Date: 10/18/2016 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Title: <br />Staff Updates on Improvement Projects and Items of Interest <br />Purpose/Background: <br />The purpose of this case is to update the Public Works Committee on current and proposed improvement projects <br />within the City, and on other items of interest to the Committee. <br />Anoka County Improvement Projects <br />• CR 83/Armstrong Boulevard Pavement Reclamation and Overlay — 149th Lane to 173rd Avenue <br />• Existing bituminous pavement is being reclaimed and overlaid with 4" new pavement <br />• Bypass lanes are being added at 154th 157th, and 163rd Avenues <br />• Right turn lanes are being added at 155th and Tiger Avenues <br />• New striping and signs are being added <br />• Construction started October 3rd and will be complete in late October/early November <br />City Improvement Projects <br />• Business Park 95 Regional Stormwater Pond Improvements <br />• Construction should be complete by the end of October <br />• Andrie Street & 164th Lane Reconstruction <br />• Construction began June 23rd and is being completed in 3 phases <br />• Phase 1 - South end of Andrie Street between Alpine Drive and Muirfield Court <br />• Phase 2 - North end of Andrie Street between Muirfield Court and 164th Lane <br />• Phase 3 - 164th Lane <br />• Project completion scheduled for late October 2016, weather depending <br />• Assessment Hearing scheduled for October 25, 2016 (65 properties at $6,636.40 each) <br />• 2016 Mill and Overlay Project <br />• Work complete <br />• Assessment Hearing scheduled for October 25, 2016 (3 properties at $950 each) <br />• 2016 Sealcoat Projects <br />• Complete <br />• Riverdale Drive Extension - Traprock St. to Ramsey Blvd. <br />• Plans and specifications are 95% complete and are being reviewed by MnDOT State and Federal Aid <br />staff <br />• Acquisition of 5.3 acres of roadway right-of-way is needed from Anoka County Parks (appraised value <br />$200,000) <br />• Construction to occur in 2017 <br />• Jarvis Street Railroad Crossing Quiet Zone Improvements <br />• According to Elk River the Jarvis Street rail crossing is expected to become an established quiet zone <br />on October 31, 2016, which means the routine sounding of locomotive horns is expected to cease <br />• COR Concrete Pavement Improvements <br />• All existing holes and cracks in the pavement were patched this summer/fall <br />• A comprehensive pavement rehabilitation and striping project has been added to the CIP (year 2027 @ <br />$850,000) <br />• Staff is researching available repair options and costs <br />• On July 19, 2016 the PWC requested staff to further research why the concrete is failing and to report <br />
