CASE #6: REPORT BY CITY ADMINISTRATOR: <br /> <br />The following is hereby submitted for your information: <br /> <br />a) <br /> <br />State Aids - The City is suing the State of Minnesota in <br />regards to the gross inequities that this State statute <br />creates in the distribution of local State aid funds to <br />Cities: We are making outstanding progress in the prepar- <br />ation of our case against the State. It is taking a lot <br />of'my time in preparing case material for our legal firm <br />that is handling this case. <br /> <br />b) <br /> <br />Comprehensive Plan -. We have gotten this by the Metro Council <br />which has been a major accomplishment for the Ramsey City <br />Council. We Still have to Complete work on the Critical <br />Area Plan, but most of that will now fall in order with the <br />completion of the Ramsey Comprehensive Plan. <br /> <br />c) <br /> <br />Landfill Issue~ Rum River' Bridge Crossing - The Ramsey City <br />Council, at their Council meeting of May 25, 1982, have re- <br />quested that Commissioner'Fields meet with them on these <br />issues as soon as possible. <br /> <br />d) <br /> <br />Green Acres Law - The Ramsey City Council is setting up a <br />· meeting with State Revenue Department officials to discuss <br />the State's approach on increasing land valuations on agri- <br />cultural land under the green acres law, At the Board of <br />Review, this issue was brought to the Ramsey City Council's <br />attention by our farmers, The local Assessor stated that <br />these valuations are set by the State of Minnesota. Conse- <br />quently, the Ramsey Council is calling in the State to resolve <br />the issue~ <br /> <br />e) <br /> <br />Zoning and Non-conforming Uses vt The City is going to enforce <br />the City Code on this issue. It is an issue %hat will make <br />some people ~ery unhappy and other people extremely happy. <br />However, it is not going to be an easy job to get people to <br />clean up their act. <br /> <br /> <br />
