Nuisances Affecting Public Peace <br /> by Chief Jim Way <br /> <br />Background: <br /> <br />Thc purpose of the Public Nuisance Section of the Ramsey City Code is to take all <br />reasonable measures within the City's jurisdiction to prevent the establishment of <br />activities that maintain or permit a condition which unreasonably annoys, injures or <br />endangers the health, morals, decency, safety, or public peace so that such activities do <br />not affect the comfortable enjoyment of life or property. Nuisances affecting public peace <br />include the use sound devices at a volume in excess of that reasonably necessary for <br />convenient hearing or that are likely to cause injury to the person or property of anyone <br />and to interfere with the comfortable enjoyment of life or property. Reasonable sound <br />levels have been established and a measurement procedure is available to obtain <br />measurements, using a sound measuring device (decibel meter). <br /> <br />Recommendation: <br /> <br />Staff recommends adoption of the new Section 5.08 "Public Nuisance" expanded as it <br />relates to public peace. <br /> <br />Council Action: <br /> <br />Motion by City Council to adopt the ordinance adding the new Section, 5.08, called <br />"Public Nuisance". <br /> <br />Reviewed by: <br /> <br />Police Chief Jim Way <br />City Attorney Bill Goodrich <br />City Administrator Jim Norman <br /> <br /> <br />
