C'o~t~ly Umo~. Staff is seeking direction regarding further recruitment of members for this Board. Consensus of the City Council was to re-advertise the vacancies in the September issue of the Ramsey Reside~t. 2) Ira^ City Administrator Norman explained that the City Council had discussed the establishment of a Housing and Redevelopment Authority (HRA) at the May 5, 2004 work session. Since that time staff has been doing additional research on how a consultant might assist the Council in getting an HRA off the ground. The following are typical tasks conducted by consultants to County and City housil~g authorities: Goal-setting and creation of work plans Site selection Project design and funding Construction management · Ongoing management of authority-owned housing · Program administration (housing rehabilitation programs, Section 8, etc.) City Administrator Norman explained that staff would like to include the creation of an HRA into the 2005 budget to see what the financial impacts would be. Councilmcmber Pearson inquired if staff had any idea of what they would be looking at for fimding. City Administrator Norman replied that initially it would be the funding of staff assignments for the first year so there probably would not be a major impact on the 2005 budget, but staff feels that it is important to incorporate the HRA into the 2005 budget if they are going to move forward. Mayor Gamcc noted that there are probably a few housing projects that could fall under the HRA in three to four years. City Administrator Norman replied that there are projects that could come even sooner such as the Town Center. Couuci hnember Strommen inquired as to how it was possible to use HRA funds when the Town Center is not a redevelopment area. City Administrator Norman explained that the City can use TIF funds for housing and that is what they would be proposing in the Town Center. City Council Work Session/August 2, 2004 Page 2 of 7
