CASE # <br /> <br />REQUEST FOR AN AMENDED CONDITIONAL USE pERMIT TO ALLOW FOR <br />EXPANSIONS OF THE GREEN VALLEY GREENHOUSE OPERATIONS <br /> IN THE R-1 RESIDENTIAL DISTRICT; CASE OF JOHN ROWE <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />In 1977, Wayne Davis established the Green Valley Greenhouse on his homestead at 6530 Green <br />Valley Road. In 1990, Mr. Davis determined that an expansion of his warehouse would be <br />necessary. The subject property is zoned R-1 Residential and agriculture is a permitted use in <br />that zone. However, the City Code definition of agricultural uses includes flower nui:series, but <br />without buildings. Therefore, Mr. Davis' operation was determined lawful non-conforming and <br />it was necessary for the City to issue a Conditional Use Permit to allow the expansion of the <br />greenhouse operations. That permit stated that any future expansions or additions of permanent <br />structures to the facility would require amendments to the conditional'use permit. On July 6, <br />2004, Mr. Rowe approached the City with a request to expand the greenhouse operations. After <br />reviewing his future plans for the property, .City Staff recommended that Mr. Rowe apply for an <br />amended CUP that would establish a maximum cap to the size of the operation. It is staffs <br />opinion that operating under a building coverage cap is more efficient than processing a CUP <br /> <br /> <br />
