Another option City Council may want to consider is approving a Conditional Use Permit that <br />would address the Applicants 6 Year Growth Plan. City Staff maintains that site plan review and <br />upgrades to pre-existing buildings is not warranted for the addition of greenhouses, as long as the <br />stormwater runoff is being properly monitored and handled. Site plan review and upgrading <br />non-conformities would be justified with additions to more permanent facilities on the site. <br />Itowever, staff would not interpret City Code to require upgrading the architectural standards of <br />a pre-existing warehouse on the site when a new one is constructed. Only if that pre-existing <br />warehouse is expanded, would we talk about upgrading the existing portion of the building. <br />Another significant aspect of site plan reviews would be evaluating the customer and employee <br />parking areas.
