10. That the Applicant is requesting a variance to allow for more than one main building on a lot
in order to construct multiple principal buildings on the proposed Lot 1, Block 1, Ramsey
Town Center 3rtl Addition.

11. That the TC-2 Zoning District was created for larger .scale retail operations and encourages
the buildings to be clustered in compact, identifiable areas and not present the look of typical
strip suburban development.

12. That the buildings on Lot 1 are designed to share parking with other uses on Lot 1.

13. That allowing the multiple buildings on Lot 1 allow for the Applicant and the City to look at
the design, function, and aesthetics of the block comprehensively instead of on a piecemeal
basis.

14. That creating separate lots for each building will require the creation of individual parking
areas for each lot that will limit the ability' to share parking and will .most .likely increase the
amount of parking spaces on the site.

15. That the Applicant has stated the variance requested is the minimum variance needed to
alleviate the hardship.

16. That on May 6, 2004 and on May I 1, 2004, the Planning Commission and City Council
approved the sketch plan for the grocery store, which plan showed the Subject Property laid
out as presently contemplated.

17. That the Planning Commission approved the preliminary'site plans for three of the buildings
(grocery store, the 18,000 square foot retail building, and the 11,000 square foot retail
building) on July 12, 2004 contingent on the applicant receiving several variances and final
site plan approvals.

18. That on July 27, 2004, the City Council approved the three preliminary site plans contingent
on the applicant receiving the necessary variances and final site plan approvals.

19. That if granted, the variance will not permit a use that is prohibited in the TC-2 Commercial
Zoning District.

20. That if granted, the variance will not impair an adequate' supply of light and air to adjacent
property.

21. That if granted, the variance will not endanger tl~e public safety.

22. That if granted, the variance will not unreasonably diminish property values in the
neighborhood.

23. That if granted, the variance will not violate the intent of the Comprehensive Plan.

RESOLUTION #04-08-203
