I
I
I
I
i
I
!

I
i
I
I

Function

Timing

Planning
Considerations

This facility will provide metropolitan service to Champlin,
Anoka, Brooklyn Park, and Ramsay. It will allow the elimi-
nation of the Anoka Wa stewater Treatment Plant.

The CAB facility was approved as an amendment to
MVVCC 1977-81 Developr~ent Program on October 14, 1976.
Under the conditions of approval, if the MWCC obtains
maximum federal and state assistance for the entire
facility, it proceeds with the project; construction would
be completed in 1981. If full funding for the entire system
cannot be secured, the MW'CC will design the project in
two segments. The upper, or Anoka, segment could be
constructed in 1978-79 if state and federal financing is
available for it. Otherwise the feasibility of using metro-
politan funds will be evaluated. The upper segment would
convey flow to the Anoka Wastewater Treatment Plant, which
would remain in operation until the lower segment of the
CAB interceptor is constructed. The MWCC would next pursue
state and federal financing of the lower segment for construction
by 1981. This segment goes through Champlin and Brooklyn Park
where it would connect to existing interceptors that convey
sewage td the Metropolitan YVastewater Treatment Plant at
Pig's Eye. If state and federal financing are-not granted for
the lower segment, the use of full metropolitan funding would
be evaluated.

There is one point at which it is planned that
Ramsey would receive service through the CAB facility.
This point would be at the end ~of the main leg of the
facility at the western boundary of Anoka. Ultimately,
service for Ramsey in this area is planned when the
entire CAB facility is completed. If only the upper
Anoka segment (which would include this reach) is
constructed first, service to Ramsey is not planned
to be available. Otherwise, service through the CAB
for Ramsey will not be available until completion of
the entire facility, some time in 1981.

6 977

24
