RECREATION OPEN SPACE <br /> <br />The information in this secti6n is based on the Metropolitan ReCrea- <br />tion Open Space Development Guide/Policy Plan adopted by the Metro- <br />politan Council in DeCember of 1974. This Policy Plan is available <br />as a guide as the City of Ramsey develops the Parks and Open Space <br />component of its comprehensive 'plan. <br /> <br />Metropolitan Facilities <br /> <br />Rum River Central Regional Park (Planned) <br /> <br />Character This park is proposed to be approximately 700 acres. <br /> <br />Location <br /> <br />The proposed location is in the northeast portion <br />of the City of Ramsey and the northwest portion <br />of the City of Andover. <br /> <br />Function <br /> <br />The park would function as an area for nature or- <br />iented outdoor recreation such as camping, picnick- <br />ing, boating activities, hiking,, and fishing. <br /> <br />Its service area would be parts of sectors 1, 2, 3 <br />and 9 as identified on page 16 in the Recreation <br />Open Space Policy Plan. <br /> <br />Capacity <br /> <br />Information is not available at this time. In re- <br />viewing Anoka County's Master Plan for regional <br />parks the Council requested that capacity infor- <br />mation be provided as an amendment. We expect <br />this information in the near future. <br /> <br />Timing of <br />Future <br />Improvements <br /> <br />Property acquisition and development are planned <br />according to the Council's adopted Capital Im- <br />provement Program, when funds are available. <br /> <br />Planning Anoka County has completed a master plan for this <br />Consideratsions park which has been reviewed and approved by the <br /> Metropolitan Council. This.master plan should be <br /> 'consulted to determine the proposed locations of <br /> activities, access points, parking, buildings, etc., <br /> planned for the park. <br /> <br />Ramsey should be aware that the master plan makes <br />no provisions for local or neighborhood recreatiOn <br />facilities to be located in the park. Therefore, <br />the city should not plan to rely on the regional <br />park to help meet local playground needs. <br /> <br />The primary responsibility for policing and pro- <br />tecting the park property lies with Anoka County, <br />unless other arrangements have been made between <br />the City of Ramsey and the County. <br /> <br /> MAY 6 1977 <br /> <br /> <br />
