community <br /> utilities ,and facilities <br /> plan <br /> <br /> C ommunit~z Uti. lities <br /> <br /> The future utilities plan for Ramsey Township is comprised of a series of long range <br /> recommendations divided into categories of relative urgency. As indicated in the <br /> background material there are no public utility systems which .presently serve this <br /> community. The concept of a future need for these servic'es is difficult .to discuss <br /> because of a general antipathy by the resident population for the large, expenditures <br />I that will be to extend them'. The One acre-minimum lot <br /> required <br /> requiyem ent <br /> adopted <br /> throughout the Township in 1968 was a step to forestall the need for such services. <br /> More recent efforts of the Planning Commission on a r~vi'sed zoning ordinance, <br /> I on Comprehensive Plan, refined emphasis by encouraging <br /> based <br /> this <br /> this <br /> someWhat <br /> neighborhood clusters interspersed with relatively open land areas. In g.erleral the <br /> one acre minimum lot size was endorsed, but the ordinance also provide_s ~that sirigle <br />I family lots of' 15,000 square feet are~.possible in all residential areas if Sewer <br /> facilities are available. The large lot development presumably Will continue until <br /> residents begin to encounter problems in maintaining pure private wa{er supplies. <br /> I The lot size reduction will be of most benefit to those areas that are not platted; <br /> the 40,000 square foot lots could only be divided in half. In essence the neighbor- <br /> hood areas, plus the commercial and industrial land indicated on the plain, ultimately <br />I will be served by public sewer and water facilities and an approved ~ystem of dispos- <br /> ing of storm water drainage. The two and one half acre minimum lot area required in <br /> both the agricultural and the conservation (or greenbelt) areas suggests that approxi- <br /> mately 30 percent of the township will not require sewer and water services in the <br /> foreseeable future. _ _ <br />I The area of Ramsey where the most concern about the likelihood of extending sewer <br /> services is the industrial park property. Existing operations within this park have <br /> I provided their own facilities and further development will depend, largely on how many <br /> more industries will choose to operate without public utilities. There is little doubt <br /> that the development potential of the- park will be enh'an~ed conside[ably if Ramsey <br /> I can extend complete utility services. A second., area of the community where interest <br /> in public services may soon develop includes the residential development area on <br /> both sides of County Road 56. Because this area has been intensively built upon <br /> I for a relatively long period Of time, the nitrate build up in the soil i,~s more likely'to <br /> cause a water supply prob.lem. Therefore, the generalized areas shown on the plate <br /> called Public Utilities Plan include both the industrial Park and a majoF portion of the <br /> I central residential area. Part of the southeast corner of the Township is also included <br /> because it is the lowest land area and will .be used as .the ultimate collection point for <br /> any sewer system designed for Ramsey. <br /> <br /> The second service area includes the remaining, residential land west of CoUnty Road <br /> 56, the Mississippi r±verfront residential a?ea and the::[ndustrial land area north and <br /> I south of Highway 10 in sections 28 and 29. Res±dential ~levelopment south of the <br /> recommended east-west County. Highway could-also be served in this intermediate <br /> <br />i <br /> <br />29f <br /> <br /> <br />
