Long range service is recommended in the reSident, iai community being <br />created in the northeast comer of the Township, Residential construction has been <br />occurring here over a long period of time but the land remains relatively more open <br />than elsewhere within Ramsey. <br /> <br />This basic outline of potential, service areas within the Township is generalized <br />and represents a basic guide for future construction drawn from the deveibpment <br />experience currently available. It suggests the importance of extending utility <br />services throughout urban areas and i~ not meant to be interpreted as an inflex- <br />ible development guide for the community. Ad]ustments will need:to be made as <br />the community continues its rapid growth. The most important recommendation <br />is that service areas should be deVeloped on a neighborhood basis rather than in <br />scattered locations throughout the Township. _ <br /> <br />Community Facilities <br /> <br />Ramsey Township is presently developing a new set of options for developers of <br />residential land to exercise whenever a parcel is divided. TheSe bptions will <br />incorporate the recent state legislation on park l'and dedication, but also under <br />consideration is the levying of a special fee for park land acquisition and develop- <br />ment each time a building penmit is issued. The purpose of such a 'fee <br />will be to augment the land areas dedicated b~ developers through direct participa- <br />tion by each new resident to help create and develop the facilitie~that will benefit <br />them. The high water table land areas and flood plains adja~en~ to Trott Brook and <br />the Rum River will have a very high priority for acquisition. The drainage area <br />connecting Trott Brook with the Rum River apprOximatel~one mile to the south also <br />would be recommended for early purchase. This is the greenbelt that' will connect <br />all recommended community facilities in Ramsey Township as suggested in the <br />following discussion. Acquisition or acceptance of land dedicated for park purposes <br />through the platting process will become.more important as RamseY continues to <br />experience population growth. Land availibility in the future will have a major. <br />impact on price. Land values today are likely to qu_adruple over the next 15 years <br />if the current projections of population are reasonable. In addition the loss of land <br />from current tax rolls ultimately will be considered a veFy modest investment <br />compared with major park aquisitions after the township is more fully developed~ <br /> <br />The Board of School District 11 has determined that Ramsey Township now has a <br />population that will justify the Construction of one elementary school. Citizens <br />of the Township have further suggested that within two years there will be a <br />need for two schools, whereas the population statistics prepared as Part of the <br />initial planning work indicate a need for three large elementary schools by the <br />year 2000. While there have been a x~,ariety of opinions concerning the size and <br />type of school necessary for th® community. The Planning Commfssion strongly re- <br />commends that school sites should be-selected On the basis of the long range needs <br />of the community rather than existing student concentrations. There' are therefore <br />three generalized locations for elementary school s}tes at the center of the three <br />communities outlined in the land use plan. The sites proposed are adjacent to the <br />greenbelt system, suggesting a.waiking l~ink, between all schobls, and are also near <br />recommended shopping facilities and medium density development.
