is recommended near the intersection of NoWthen Boulevard'and 153rd Avenue North <br />West, a second one in the area of County Road 34 and 157th Avehue North West <br />and the third near the interseCtion of,.State Highway 47 and 167th Avenue North <br />West. All three sites should contain a-minimum of 40 acres primarily to serve <br />community recreation needs of Ramsey. Joint purchase of the sites is recommended <br />in order~that education and recreation needs can be filled without unnecessary <br />duplication of facilities. <br /> <br />In addition to the three elementary school and recreation sites a very' large land <br />,area is recommended for development into a community civic center. The site <br />should contain a minimum of two hundred and forty acres and the recommended <br />location would be close to the future intersection of'156th Street North West <br />and Azurite Street. This site, like the proposed school sites, is adjacent to, the <br />proposed central community greenbelt and ~her'efore open to pedestrian access from <br />most proposed neighborhoods within the community. The facilities Which t~itimately <br />will be necessary on the site include offices for t~he. Township Clerk, a meeting room <br />for the Township Board, a large hall for public race, tings as ~vell as.civic club use, <br />a branch library, a teen center and space for community police a. nd fire protection <br />needs. The size of the site is based on an_additional need, for a major community <br />park. Although access to this particular Property is difficult at the present time, <br />future construction of a major east - west' county highway immediately north of the' <br />site will facilitate access from-the entire community. <br /> <br />The greenbelt system shown on the plan and discusse~d at various places within the <br />text represents a long range attempt by a l~ublic body to accomplish developmental <br />concepts attempted by only the more inventive private 'developers. It is a proposal <br />that deals with the entire Township in .the same way that ~ developer might view < <br />one 160 acre planned unit development. As suggested earlier, the greenbelt areas <br />are primarily comprised of wet or poorly drained areas, perhaps flood plain areas <br />and include soils that are poor for intensive development. Where these land areas <br />are isolated, connections are made by utilizing land which has a good potential for <br />development. The land, as it is developed, is viewed in terms of present capabilities <br />for construction. Those lands which appear to need extensive artificial drainage <br />and filling are recommended to be' set aside as the'developers' contribution to the <br />public open space system. Wherever these areas exceed the, minimum amount of <br />land that is required for parks and open space, the developer WcJuld be encouraged tO <br />increase densities at the edge of marsh areas utilizing the open land as a justification <br />for spot increases in density. In short, the developer wouldbe permitte'd a certain <br />flexibility in developing land in return for a contribution to the open-space system. <br />The land located within the resident'iai neighborhoods is recommended fo~ active <br />consideration by the Township. The Rum River frontage and Trott Brook land areas <br />should also be brought into the community open space system, but they are of <br />r'egional significance and should expect to have acquisition help.from County, <br />Metropolitan and State revenue sources. <br /> <br />33- <br /> <br /> <br />
