V <br />PROBLEMS AND OPPORTUNITIES <br /> <br />Needs <br /> <br />Anoka County, as part of the Twin Cities Metropolitan Area (Figure 9), <br />is affected by the growth of the entire area. Its future development <br />will, in part, be determined by Metropolitan Policies affecting elements <br />such as regional transportation facilities and regional public utilities. <br />Therefore, an analysis of factors affecting thoroughfare planning in <br />Anoka County must extend to those metropolitan policies and decisions <br />which will influence and shape the metropolitan area and will, in turn, <br />provide the regional framework for County development planning. <br /> <br />The present roadway system within the County consists of a total of 568.9 <br />miles of roadways. Of these, 241.5 miles are on the County State Aid <br />System (C.S.A.H.) and 156.7 mile~ are on the regular County System. In <br />addition, there are 106.6 miles of State Trunk Highways, including Inter- <br />state, in the County as illustrated in Figure 10. Supporting the state <br />and county systems are 64.1 miles of major municipal thoroughfare, i.e. <br />those on the Municipal State Aid System (M.S.A.). <br /> <br />The County's needs, in terms of required improvements to this system, <br />fall within four basic categories: <br /> <br />The need to rebuild those roads which are deficient in structure. <br />These are those routes which have less than 9 ton load limits <br />and/or require extensive maintenance work. There are 39.2 miles <br />in this category. <br /> <br />The need to rebuild those roads which are deficient in cross- <br />section. These are the routes which, because of their width, <br />do not have sufficient capacity to carry the traffic that desires <br />to use them. These routes may also be deficient in structure. <br />However, in terms of their requirements to move vehicles, the <br />cross-sectional deficiency is the prime consideration. There <br />are 255.8 miles of cross-sectionally deficient roads. <br /> <br />2? <br /> <br /> <br />
