Development Areas <br /> <br />The norther~ tier of local governing units. This area is generally <br />rural in character and is expected to remain so for the planning <br />period. <br /> <br />The southeastern portion. This portion of the County is relatively <br />undeveloped except for the urbanization~occurring 'along the major <br />access routes, such as Old Highway 8, $5W, $SE, and Highway 49. <br /> <br />The southwestern and south central portion. These portions of the <br />County are undergoing rapid urbanization and a substantial amount <br />of the needs of the County system are in this area. <br /> <br />The '~anhandle" area. This includes the area from the southern <br />County line to approximately Highway 10 on the north. It is sub- <br />stantially urbanized at this time and, because of its unique phys- <br />ical location in relation to the total metropolitan area, serves as <br />a major transportation corridor between the more intensely developed <br />central cities and the peripheral areas. <br /> <br />Development Area Needs <br /> <br />The transportation needs in each of these defined areas are similar in <br />some respects; however, for the most part they are unique. <br /> <br />Transportation Needs of the Northern Tier of Local Governing Units <br /> <br />1. "A substantial portion of Anoka County is agricultural. There is a <br /> need for low capacity, all weather, roads at reasonable spacing to <br /> provide access to agricultural and recreational opportunities. <br /> Over ninety percent of the existing County State Aid mileage is now <br /> nine ton and there is a need to complete the County arterial system <br /> to these standards. This is to be accomplished in such a manner as <br /> to not encourage development beyond the planned Metropolitan Sewer <br /> Board service area boundary". <br /> <br />2. The need to develop setback and access control regulations on the <br /> County system to prevent: <br /> <br />Development adjacent to the roadway rights-of-way, <br />thereby making upgrading of roadways difficult, <br />expensive, and disruptive. <br /> <br />b. Strip development throughout the County along all <br /> of the arterials because of increased accessibility. <br /> <br />The need to adopt criteria for the establishment of additional <br />County arterials so that additional development will not be induced, <br />through increased accessibility, in those areas of the County beyond <br />the planned sewer development limits. Proliferation of development <br />in a substantial portion of the northern area of the County Without <br />a sewer system could cause contamination of the ground water. <br /> <br />$$ <br /> <br /> <br />
