K. General Conditions <br /> <br />Approval of an entrance permit does not deny the County Highway <br />Engineer the future right to revise, relocate, or close any <br />entrance to expedite the movements of vehicular or pedestrian <br />traffic. The County retains the right to close any entrance[s) <br />at its discretion, based upon the necessity for traffic regula- <br />tions and control. <br /> <br />Existing driveways are not automatically perpetuated. In the <br />event of a change in land use or a major change in the traffic <br />pattern of the existing facility, new driveway applications may <br />be required by the County. <br /> <br />No part of the right-of-way of a highway or of a street over <br />which a highway is routed may be used for servicing of vehicles <br />or the conduct of private business. <br /> <br />The area between driveways shall be so constructed or improved <br />that traffic on the highway and on the property will in fact be <br />separated. In platted areas where a sidewalk extends to the <br />property line, a curb is required at least four (4) inches wide <br />and four (4) inches high above the sidewalks along the inside <br />edge of the lot line and extending for at least the full distance <br />in front of the gasoline pump island or vending stand. Where no <br />sidewalk exists, this traffic separation may be obtained by the <br />planting of a hedge or the construction of an island. Such an <br />island or planting can only be placed on the right-of-way under <br />permit from the County Highway Engineer. <br /> <br />A variance from the standards set forth in this regulation may <br />be allowed by the County Highway Engineer when the variance will <br />facilitate the safe, efficient use of the property for a lawful <br />purpose and will not interfere with the construction, maintenance, <br />or safe and efficient use of the highway and its appurtenances by <br />the public. <br /> <br />77 <br /> <br /> <br />
