PUBLIC HEARING CITY OF PJg;~EY COUNTY OF 'ANOKA STATE OF MINNESOTA Pursuant to due call and notice thereof, the R~m2ey City Council held public hearing on September 25, 1978, at Ramsey Municipal Center, 15153 Nowthen Blvd., N.W., Ramsey, Ninnesota 55303. Mayor Cox called the public hearing to orde~ at 7:30 P.M. and led the Pledge of Allegiance to the Flag. Present: Councilman Gamec Also Present: Councilman Mickelson Councilman Reimann Councilman Muller Mayor Cox Mayor Cox announced that this is a formal public hearing to consider the street improvement of Itasca Heigh%s. City Attorney Goodrich City Engineer Raatikka City Adm. Schnelle.. City Engineer Raatikka gave his feasibility report on the~project. His report included two alternatives for.streets, one for the Standard Suburban Street Section and one for the Standard Rural Street Section. The estimated cost for the Suburban Street Section is $21,250.O0 and the estimated cost for Rural Street Section is $26,250.00. City Engineer Raatikka stated_drainage is a major problem in this area. alternatives were presented ~o correct this - sodded drainageway to the point where the grade slopes to the river and a storm sewer to the point where the grade slopes to the river. Two Gaby Gorham asked'City FZuginSe~ Raatikka if he felt a storm sewer on the west end is needed. City Engineer Raatikka stated no that you could get by with a sodded drain- ageway and that Would cut down on the runoff and it could be mowed. Gary Gorham asked how they proposed to divert the water on Collins Drive. City Engineer Raatikka said they would have to change the grade of the street. . Gary Gorham asked if the grade on Beatty street would be changed. City Engineer Raatikka said part of it would to drain the water to the north. A general concern was stated on restoration of the area and'if the City required sodding after the project is complete.
