Easley - Home Occupation Motion by Gerald Zimmerman, seconded by Ron West to recommend to City Council that a Conditional Use Permit 'be granted to Mr. Easley, 4910 - 179th Ave N.W., L to sell surveying equipment for two years, out of his home. No sign shall be erected on his property. Motion carried. Voting yes: Chrm Peterson, Sorteberg, West, Bodle, Zimmerman, Dunn . Faith Baptist Church - Conditional Use Permit Attorney Goodrich presented Findings of Fact 1. Faith Baptist Church had authority to use a former single family dwellihg located at 15328 Hematite St N.W., Anoka, Mn , as a church in 1975. 2. In 1975 the property, located at 15328 Hematite St N.W., was in an R-1 district. 3. ' In 1975 the then Ramsey Zoning Ordinance provided that a church was a permitted use in a residential zone. 4. Prior to the use and occupancy of the building at 15328 Hemat~te'as.a church, Ramsey required certain structural.and inside construction modifications in-accord with the state building code regulations. 5. In January~"1978'Ramsey adopteda new zoning ordinance which provides that a church is not a permitted use in the R-1 (Residential) district. 6. On August 10, 1978 the building located at 15328 Hematite St N.W., was sub- stantially destroyed by a fire and does require reconstruction. 7. The property located at 15328 Hematite St N.W., continues .to'be'located in the R-1 Residential zone.. 8. On August.16, 1978'Faith Baptist Church applied for a ~onditional'use permit from Ramsey. for the construction of-a church building as well as reconstruction.-of the original_building on the site to be used as a parsonage or in the alter-- native reconstruct the original building but increase its~size and. change its- design so as to be more church like in appearance. 9. The applicant's property located at 15328 Hematite St N.W., is 600 X 297' in size and fronts on Hematite St N.W. 10. Ramsey's Zoning Code Chapter 170.01 provides amongst other things for (1') non-conforming uses (170.014A) (2) minimum lot width 170.013 (1) (3) regulations in the issuance of conditional use permits (170.016) 11. Pursuant to the requirement of Chapter 170.016 the Planning Commission held a public hearing on September 5, 1978 with regard to First Baptist Church's conditional use permit application which public hearing was duly advertised and proper written notice was given. 12. Ramsey's engineer has reported on the soil conditions of the site which report is incorporated herein as a finding of fact. 13. That the Church exists on a dirt roadway (1/2 to 3/4 mile) 14. 67% of membership is from Anoka-Ramsey area.
