CITY OF RAMSEY COUNTY OF ANOKA STATE OF MINNESOTA A special meeting of the Ramsey City Council was held on October .24, 1978 at the RamseyMunicipal Center, 15153 Now-then Blvd., N.W., oamsey, Minnesota 55303. The meeting was called to order by MayorArnold Cox at 7:37 P.M. Councilman Gamec Councilman Mickelson Councilman Reimann Councilman Muller Mayor Cox Present: Also Present: City Administrator Schnelle Building Official Berg Street Superintendent Mevisson Chief Auspos Assessor Wirz' .- Accountant Moen Secretary Beyer Mayor Cox led in the Pledge of Allegiance to the. Flag. APPROVAL OF AGENDA Mayor Cox read the agenda. CITIZEN INPUT There was no citizen input. COUNCIL BUSINESS The propose&.1979 City Operational Budget was-:submitted-by~the .City Council Budget Committeealong. with-a supplementary:budget:-for full ~ Council!review:and:_adoption. The City Administrator-explained ~o:the:-. Council that this was the City's first line item budget. ~He.~further ex--. plained that this would give.the-Council a truer picture of actual ex=. penditUres incurred.and a better background~approach to'the City's' operational costs. It was further explained that the core budget provided no additions to the City's expenditures other than inflationary increases (except a chief- of police was added to the core budget). The supplementary budget pro- vided for increases in personnel, equipment and for engineering studies.. Motion by Councilman Reimann and seconded by Mayor COx to not add an additional man to the Street Department but to authorize the adding of a truck to the 1979 core budget. Motion carried. Voting yes Councilman Muller, Councilman Reimann, Council- man Mickelson, Councilman Gamec and Mayor Cox. Voting no None. Motion by Councilman Mickelson and seconded by Councilman Gamec to add the Chief of Police to the core budget with the effective date for fund- ing of the positions would be January 1, 1979...
