CITY OF <br />COUNTY OF ANOKA <br />S~TITE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held <br />assessment hearings on November 27, 1978 at the RamseyMunicipal Center <br />15153 Nowthen Blvd., N.W., Ramsey, Minnesota 55303 <br /> <br />Mayor Cox called the assessment hearings to order at 7:40 P.M. and led <br />the Pledge of Allegiance to the Flag. <br /> <br />Present: <br /> <br />Councilman Muller <br />Councilman Mickelson <br />Mayor Cox <br />Councilman Reimann <br />Councilman Gamec <br /> <br />Also Present: <br /> <br />City Administrator Schnelle <br />City Engineer Raatikka <br /> <br />Councilman Reimann arrived at 7:47. <br />Councilman Gamec arrived at 8:14. <br /> <br />The first assessment hearing is for-theAzurite) Yttrium,~Zirconium,~etc~~ <br />area. City Engineer Raatikka explained the entire-project.isn~t-comptete£~ <br />as yet as the~restoration ~is,left;'b~t-to~'avoidipaying~an~ddiiional~year~ <br />of interest on thebond it'is to~the~citizens benefit'to'hold'thelhearing <br />at this time. <br /> <br />City Engineer Raatikka also explained there were two payment methods <br />choose from; equal payment or the declining balance method. <br /> <br />Mr. Ed Baumgartner asked why they didn't connect the~driveways. <br /> <br />to <br /> <br />City Engineer Raatikka explained that it:was deCided io~connect the~driv~-- <br />ways if there were 2 - 3 feet ~etween their~existing driveway~and, the <br />road. <br /> <br />Mr. Baumgartner said that if You do one you should be'giving,~each residen~ <br />three feet. <br /> <br />City Engineer Raatikka said that was a policy set up at the beginning of <br />the street improvement hearings. <br /> <br />Councilman Muller asked what the interest on this was going to be. <br /> <br />City Engineer Raatikka stated it would be 7%. <br /> <br />The second assessment hearing is for the Whispering Pines Estates. City <br />Engineer Raatikka explained the entire project isn't complete as yet as <br />the restoration is left, but to avoid paying an additional year of in- <br />terest on the bond it is to the citizens benefit to hold the hearing at <br />this time. <br /> <br />City Engineer Raatikka also explained there were two payment:methods to <br />choose from; equal payment or the declining balance method. <br /> <br />Mr. Ken-Wagner asked about 153rd in Whispering Pines and if Carson would <br />be picking up that part of the road. <br /> <br /> <br />
