The cash payments received as a result of this provision shall be placed in a special fund by the city and used only for acquisition of land for parks, playgrounds, public open space and storm water holding areas or ponds, development of existing parks and playground sites, public open space and storm water holding areas or ponds, and debt retirement in connection with ]and previously acquired for such public purposes. In appropriate plats, the subdivider and the city council may agree on a combination of ]and dedication and cash payment. 3. In appropriate plats, as determined by agreement between the city council and subdivider, the subdivider may dedicate to the public a scenic easement in combination with the requirements of para- graphs ] and 2 above, or if the subdivider and city council agree, the scenic easement dedication may be in lieu of the requirements in paragraphs ] and 2 above. 4. Agreements as to the requirements in paragraphs 1, 2, and 3 above shall be made prior to preliminary plat approval, and failure of the city council and subdivider to reach agreement regarding the matters in paragraphs 1, 2, and 3 above shall constitute denial of the preliminary plat. 170. 038G PRF, LIMINARY PI,AT RESUBDIVISION The preliminary plat shall show a feasible plan for future resubdivision by which lots may be resubdivided to meet the size and dimension stand- ards of lots in areas served by public water and sanitary sewer systems. ] 70.0381{ INDIVIDUAL SEWAGE DISPOSAL SYST~I SITE EVALUATION AND REQUIREb~NTS 1. All lots proposed for individual sewage treatment systems shall be evaluated by the Ramsey Plumbing Inspector in accordance with ibis section and in accordance with Chapter 150.01 of this code. 2. Prior to preliminary'plat approval, and in addition to the sketch plan requirement of Section 170.035, the subdivider shall file a preliminary sketch plan of the parcel to be subdivided which shall contain the following information: a. Ail legal setback requirements from existing and proposed buildings, property lines, sewage tanks, soil treatment areas, water supply wells, buried water pipes and utility lines, lakes, rivers, streams, large trees, and the location of all such improvements on adjoining lots within one hundred fifty (150) feet of the site; b. Slope; c. The existence of lowlands and local surface depres- sions; d. Depth to the seasonal high ground water table; e. Soil conditions, properties and permeability; f. Surface water floodiug probability.
