P&Z -2- 2/20/79 In regards to #11 concerning the Anoka Wastewater Treatment Plant, after lenghty discussion, Dexter stated that this could be left in for now, and rediscussed at the time of Public Hearings. Pete Raatikka stated that they are in the process of doing a study for the Metro Waste Conm. to determine possible ex- pansion or relocation upstream. Art Dunn stated that he was in favor of leaving the policy'in if it would effect sewer for Ramsey. John Lichter stated that upgrading would probably be cheaper for Ramsey than ren~val of the facility. Dexter stated the main difference between this plant and the one South of the Cities was that the area inrnediately below had different use (Coon Rapids Dam Recreational Area). Conmission members stated that they would like the Council ks input in regards to this policy, Final discussion included a conrnent from Art Dunn that items #4,5~,19,10, &ll could in his opinion be struck from the final draft and Dexter Marston explained that a certain ar~unt of editing will be done on the final draft, and also that copies of model ordinances would be coming reflecting im-~ ple~nenation. Dexter also commented that ~e had received complaints from people that they had not been notified of meetings, It was determined that the meetings have been in the Union, and that mailed notices would go 6ut for the Public Hearings. Gateway_ North Plat II Peter P~.~atikka reported that the drainage problem was still being worked out, and Lloyd stated that the Board of Adjustment would be handling the 10t size questiom Also, Lloyd explained that the Council will be requesting input from the C~anission in regards to the entire Industrial area, Ken Peterson asked Mr~ Greenberg what he felt about 2,5 acre sites, Mr, Greenberg stated that if the 2~ 5 acre site would provide its own drainage versus a holding pond for the plat of 1 acre lots, he would be in favor of it, This will be on the agenda for tine M~rch 5th meeting, Liesurevale Estates - (Formerly Pondvale Estates) After reviewing the Engineer"s Report, it was the consensus of the Coravission that they proceed with the Preliminary noting the reconmendations of the Engineer in the letter of 2/19/79, and that they obtain a letter from the Hwy Dept in regards to the accesses~ Also, the Conmission would, like an Attorney'~s opinion in regards to the restrictive covenants on the plat, Tierra Estates - Sketch Plan. After reviewing the Engineer's Report, it was the consensus of the Conmission that they proceed with the Preliminary noting the reconnmndations of the Engineer in the letter of 2/19/79, and that they obtain a letter from the hW~y. Dept. regarding the access onto #83 and speed limit . ~o~~ ~'~ ~ ......... ~ '~ v~:.~~ Sorteberg Plat Pete Raatikka stated that in talking to Mr. Ruud, the Hwy. Dept, would like the right-of-way to be consistent on #83, and Mr. Sorteberg will have to change the easements to 75' from 60' for #83, Motion by Brad Bodle, seconded by Art Dunn to adjourn.
