That a variance be granted in regards to sketch plan review~ <br /> b.) Item ~3 ~ That a grading plan and drainage calculations be completed for <br /> Coumcil"s rev[ewal, <br /> c.) I'tem #4 ~. T~at final plat show adequate right-of-way for Vario!ite as <br /> determined by engineer, and if necessary, Lot 4, Block 2 be deleted from <br /> plat. <br /> d.) I~em #5 to be completed prior to approval. <br /> e.) Item #6 - Regarding 161st Ave, a solution between City, Engineer & <br /> developer be reached prior to approval. <br /> f.) Item #7 - That a variance be granted regarding soil borings as water <br /> table is g~eater than 6 feet below the surface, but that perc tests be <br /> completed prior to approval. <br /> g.) Items # 8 & 9 - As Park Commission has already given approval of <br /> l~nd, that a variance be granted, as it has been determined that <br /> the dedicated land is exceptionally desireable. Motion carried 5-0 <br /> A1 Sorteberg abstained <br />C~se of Robert Broom - Land Locked Parcel <br />~[~[.nd:[.v~dual o~nns a parcel of land that is landlocked, which is prevent- <br />ing him from constructimg a home. Mr. Schnelle checked with the City Attorney~ <br />and tlmre is nothing the City can do about this matter. <br /> <br />Tierra Estates, Inc. - Proposed sketch plan: Along Armstrong between t61st & 167th <br />'A ~oposed sketch plan was presented ~howing 200 acres with 49 2,5 acre minimum <br />lots and 31 acres of park dedication along both sides of trott brook, and using <br />ex~sting ponds for drainage areas with drainage easements on all water ways. <br /> <br />Ken Peterson explained that when talking with the Park Commission, they were <br />comcerned with access to the park land, and suggested that the preliminary <br />i~d~cate an area suitable for parking off of the actual roadway. <br /> <br />Ron West pointed out that this park land is part of the City's greenbelt area <br />and overall trail system of the future, and also questioned whether the <br />Highway Dept. had been contacted yet since #83 has several blind spots which <br />will ~ave t~ be considered. Discussion of responsibility for upgrading 161st <br />was briefly discussed. <br /> <br />Art Dunn stated that when the developers were figuring adequate area for <br />sewers, slopes must be taken into consideration. <br /> <br />The concensus of the Commission was for the dewe!oper to proceed with the <br />preliminary for the March meeting. <br /> <br />Roland Looyen- Sketch Plan: <br />Mr. Looyen was p~esent with a sketch p~an for the corner of 167th & #5 <br />and explained how he has already paid one park fee when he Zuilt his home, <br />Mr. Clifton L. ~orse was present and stated that he did not have any plans <br />for the adjacent property which he ow~.s, (in the near future) <br /> <br />A1 Sorteberg stated that he would like to see soil borings since he is pretty <br />sure there is am area if clay on the property, <br /> <br />Ron West suggested Mr. Looyen obtain soils testing before going to any more <br />expense with a preliminary , <br /> <br /> <br />
