P&Z-2-
3/5/79

Sketch Plan - Ron Westby

Mr. Westby was present with a sketch plan for the property previously owned
by Bertha Mae Smith which had been denied for subdivision by metes & bounds.

After reading the engineer's letter of March 5, 1979, Mr. Westby was advised
by the Commission to proceed with a preliminary taking into consideration the
recommendations of the Engineer in his letter of 3/5/79. Due to soils condition,
it was suggested that Mr. Westby discuss with Mr. Raatikka the possibility of
eliminating some of the items mentioned, and requesting variances.

Flintwood Hills Plat II
Mr. Raa~kka read through the Engineer's report and the commission discussed
the poor soils conditions plus the deficient lot sizes in various blocks of
the plat. After lenghty discussion of possible solutions, it was the consensus
of the commission that Mr. Carson rework the plat and submit a revised preliminary.
A special meeting was tentatively set for March 8, 1979. Ms. Schneider stated that
she would research the park dedicati6n ques.tion,· as she remembered Flintwood I.
Mr. Art Dunn stated that he was not comfortable with using a mounding system for
the sewer,°and suggested certification of each building lot.

Also discussed was the ponding area for drainage, and Mr. Raatikka reminded
Mr. Carson of a drainage problem existing still from Flintwood I.

Conditional Use Permit - Case of George DiemertIII

A public hearing was held earlier during the evening with Mr. Diemert III
answering questions from both comission members and citizens.

Motion by A1 Sorteberg, seconded by Art Dunn to recommend to the City Council
to grant a conditional use permit to Mr. George Diemert III, to allow construction
of a solar greenhouse on his property located at 8221 - 151st Lane N.W.
subject to the following:
1.) No retail sales or signs on property.
2.) Rear and side setback requirements be met.
3.) Screening by lombardy poplar be provided.
4.) No outside storage of material.s.
5.) reviewal in two years.
Motion carried 4-0
Gerry Zimmerman arrived
Oakrid~e Estates (formerl~ Tierra Estates)- Preliminary Plat approval.
The Engineer's report was read and the developer stated that they could cut
down the size of the cul-de-sac so as to avoid asking for a variance. Mr. Sentryz
explained that he would like to be able to do custom grading of each lot, and
receive site plan approval at the time a permit is requested. Art Dunn expressed
concern with several sites due to the slopes and sewer, and Mr. Sentryz stated
that this could be handled through terracing of the lot. Mr. Sentryz stated that
he did not want to disturb any more trees than necessary, and Mr. Dunn explained
that if a first system should fail, it would be very difficult to remove the nec-
essary trees later. Mr. Sentryz explained that this would be considered before
site approval would be asked for. Discussion of responsibility for Llama &
161st streets was again discussed and explained to the developer their earlier
recommendation in regards to this.

Motion by Gerry Zimmerman, seconded by Art Dunn to recommend to the City Council
to approve the preliminary plat for Oakridge Estates subject to the following:
1.) variances be granted to allow the delay of site approval by building official
until custom grading can be done, and.that site plan approval be provided
prior to issuance of building permit. ~'
