Therefore, the planning and zoning commission may <br />wish to review each development on an individual basis. <br /> <br /> Interim access to the development is proposed from S.T.H. #47. As previously <br />mentioned this could create problems, unless turning and bypass lanes are <br />.';not constructed. The City Code also restricts-access unto a major thorough- <br /> fare from an individual lot. <br /> <br />The site plan indicated dedication of street right of way for the proposed <br />street on the west side of the property. No additional right of way for <br />S.T.H. #47 is shown on site plan. Presently there are no plans, for up- <br />grading S.T.H. #47, but the Minnesota Department of Transportation recommends <br />that a total width of 120 feet (60 feet each side of centerline) be reserved <br />in developing areas for future upgrading. We have discussed this with the <br />developer and he has agreed to dedicate an additional 27 feet as recommended. <br /> <br />Other detailed performance standards as requi-¢ed by the City Code have been <br />complied with. <br /> <br />3) Community InVolvement: <br /> <br />We have not completed a detailed Assessed Valuation Benefit and Public Service <br />Cost Ratio. However, the proposed development basically complies with the <br />City's Comprehensive Plan and the proposed facility will provide a needed <br />service to the citizens of Ramsey and also provide tax base. <br /> <br />We dO.not foresee any adverse environmental effects resulting from the development. <br /> <br />keith caswell jr.
