ORDINANCE #04-34 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 5 OF THE CITY CODE, WHICH CHAPTER IS KNOWN AS "MUNICIPAL REGULATIONS." AN ORDINANCE AMENDING SECTION 5.08 TITLED "PUBLIC NUISANCE" BY THE REPEAL OF SAID EXISTING SECTION AND REPLACING IT WITH A NEW SECTION 5.08, WHICH NEW SECTION SHALL CONTINUE TO BE TITLED "PUBIAC NUISANCE." Thc City of Ramsey ordains: SECTION 1. AMENDMENT. Chapter 5 of tile Ramsey City Code is amended by repealing the existing Section 5.08 and replacing it with the following text for a new Section 5.08: 5.08 Public Nuisance 5.08.01 Purpose. The purpose of this section is to take all reasonable measures within the City's jurisdiction to prevent the establishment of activities that maintain or permit a condition which unreasonably annoys, injures or endangers the health, morals, decency, safety, or public peace so that such activities do not affect the comfortable enjoyment of life or property. 5.08.02 Definitions. When used in this Section, the following words shall have the meanings given them in this subsection: A-weighted - a specific weighting of the sound pressure level for the purpose of determining tile human response to sound. The specific weighting characteristics and tolerances are those given in American National Standards Institute S 1.4-1983, Section 5.01. Agricultural Land - the areas in Minnesota lying south and west of a line along the following highway right-of-way: starting at the North Dakota border, the line goes east along State Highway 10 to State Highway 23, then follows Highway 23 east to State Highway 95, which it follows to the Wisconsin border. The agricultural zone referred to in this guide applies only to ATV use. All-terrain Vehicle (ATV) - motorized, flotation-tired vehicles with at least three (3), but no morc than six (6) low pressure tires.
